Paul Wolters - 7791 Lake Drive - Well drilling <br />shop - Mr. Kluegel explained Mr. Wolters installed <br />a concrete parking area, but there is still a <br />problem with the fencing and screening. Mr. Wolters <br />promised to have the requirements completed by <br />September 6, 1985. Mr. Kluegel was asked to give <br />an update report at the next Council meeting. <br />4. Luther's Sport Shop - Mr. Kluegel had not had any <br />complaints since the blacktop was installed on <br />Lois Lane. <br />5. Spetzman's Transmission Shop - 8121 Lake Drive <br />- Mr. Spetzman has completed all of his requirements. <br />6. Apitz Garage - Mr. Grubbs has been in the process <br />of completing the requirements of his Conditional <br />Use Permit. <br />7. LeRoy Houle, 1221 Birch Street - Mr. Houle has <br />removed the junk vehicles from his property and <br />has cleaned up the wood piled near the driveway. <br />8. Dennis Nelson, 8201 -20th Ave. - Mr. Nelson had <br />a Conditional Use Permit to keep one horse on <br />two and one -half acres of land. This use now <br />falls under the animal control code and the Conditional <br />Use Permit has been discontinued. <br />G. Underground Road Policy - Mr. Kluegel explained that <br />Mr. Goldade, a member of the Planning and Zoning Board <br />had suggested the City adopt a policy regarding underground <br />utility work similar to the policy adopted in Dakota <br />County. <br />Mr. Davidson said he favored a standard and uniform <br />policy for placing underground utilities under City <br />streets, however, he felt the policy should be flexible <br />enough to allow the City staff and the City Engineer <br />input so that each situation could be evaluated to <br />allow the least intrusion in City right of way. <br />Mr. Ross, from the audience, asked if the policy or <br />code would contain a permit fee or bond for future <br />settling or breakup of the road. Mr. Davidson explained <br />that in the case of Group W Cable, they did submit <br />an umbrella liability policy with coverage up to $400,000. <br />He felt the proposed policy should contain a bond require- <br />ment or warrantee for one year. The bond amount could <br />be determined by the City Engineer. <br />077 <br />
