1 <br />1 <br />1 <br />COUNCIL MEETING <br />September 9, 1985 <br />Page Five <br />UPDATE - PAUL WOLTERS, A -WELL CONDITIONAL USE PERMIT - KLUEGEL <br />Mr. Kluegel told the Council that Mr. Wolters now has all the <br />materials on site that he needs to comply with the conditions <br />of his Conditional Use Permit. Mr. Kluegel had talked to Mr. <br />Wolters today who promised to have all the screening in place <br />by the end of the week. <br />Mayor Benson asked Mr. Kluegel to give the Council a final up- <br />date on this Conditional Use Permit at the next Council Meeting. <br />Mr. Schumacher told the Council that Mr. Wolters had been given <br />extensions several times which amounts to special consideration. <br />He asked that the time limit be enforced. Mayor Benson asked Mr. <br />Kluegel to write to Mr. Wolters to let him know he must comply <br />with his Conditional Use Permit by the end of the week. <br />ENGINEERS REPORT <br />Mr. Bob Toddie appeared for John Davidson who is in Washington, D.C. <br />A. Municipal Water System Location - Mr. Toddie has contacted <br />David Torkildson of the Anoka County Parks Department regarding <br />constructing a water storage facility in the County Park. Mr. <br />Torkildson indicated that restrictive covenants prohibit the use <br />of the park land for anything but park use. It appears the City <br />would have to determine another place for water storage. <br />B. West Shadow Lake Drive Speed Study - A speed study was re- <br />quested by the residents of West Shadow Lake Drive so that the <br />speed limit on that street would be reduced from the present 30 <br />mph. The Minnesota Department of Transportation did conduct the <br />speed study and recommended a speed limit of 35 mph. Mr. Toddie <br />explained this recommendation was based on the fact that 85% of <br />the traffic was driving at a speed of 35 mph or less. <br />The Council decided to keep the speed limit at the present 30 <br />mph. <br />The Metropolitan Waste Control Commission will be installing a <br />metering manhole as part of the Rice Lake Estates project. The <br />entire cost of this metering manhole will be paid by the Metro- <br />politan Waste Control. The City Engineer does need the City <br />authorization to design the manhole although they will have no <br />costs and it will be a Metro facility. This will be a separate <br />item and will appear when the plans are presented for Ppproval. <br />ATTORNEYS REPORT <br />A. Rice Creek Watershed District Request for Petition - The City <br />Council had presented a Resolution to the Rice Creek Watershed <br />Board requesting them to conduct a ditch study in the area of <br />091 <br />
