1 1 1 SPECIAL COUNCIL MEETING September 30, 1985 A Special Council Meeting of the Lino Lakes City Council was called to order by Mayor Benson at 7:00 P.M., Monday, September 30, 1985. Council members present: Bohjanen, Reinert. Mem- bers absent: Kulaszewicz, Marier. Public Works Director, Don Volk; Building Inspector, Pete Kluegel; Police Chief, Dean Camp- bell; Administrator, Randy Schumacher; Engineers, Bob Toddie and John Davidson; and Clerk- Treasurer, Marilyn Anderson were also present. The Shoreview Assistant City Manager, Planner, and entire City Council and Mayor Wedell were present. Bob Doocy and Jan Klaus, Lino Lakes Planning and Zoning Board were also present. The purpose of the Special Meeting was to exchange information and ideas especially regarding land development and future plan- ning for growth. Mayor Benson welcomed the Shoreview represen- tatives and asked Mayor Wedell to update the Lino Lakes City Coun- cil as to where Shoreview presently stands. Mayor Wedell explained that his Council tries to meet with their surrounding communities on a regular basis to exchange informa- tion about the communities. He described the recent growth in his community and expects the City to be completely filled up in two to three years. Shoreview has recently completed the north end water system and there is currently surplus capacity in this system. The sewer system is basically completed and the Council is now working on road issues. Some roads are showing stress and overloading. He felt that tonight Lino Lakes development and sewer needs should be discussed as well as upgrading County Road J, (Ash Street) from Lexington Avenue to Highway #49 (Hodgson Road). Mr. Davidson explained the proposed sewer and water extension from Shoreview to Lino Lakes. He had prepared a Sanitary Sewer and Wa- ter Main extension and Service Agreement, Shoreview - Lino Lakes Baldwin Lake Area for both Councils to review and act on at some future date. Public Hearings had been held with the affected Lino Lakes residents and the cost of the utilities was high enough that many of the residents did not pursue the installation. How - ever for those still interested a service agreement will have to be completed by Lino Lakes and Shoreview. Mr. Davidson also ex- plained a proposed water service district area and said it would be redundant for Lino Lakes to construct a water supply system when Shoreview has adequate capacity. Also, he felt it was bene- ficial to both communities to be connected to each others services for emergency purposes. Mayor Wedell explained that the water system in Shoreview was in- stalled for Shoreview use and it was not intended to force it on Lino Lakes. He felt the Lino Lakes residents should .. pay the same assessments as Shoreview residents paid for the service. tfi9
