1 <br />Council Meeting <br />January 10, 1983 <br />Mayor Benson noted that a letter had been received from Mr. Weible and he asked <br />Mr. Weible to explain. <br />Mr. Weible was concerned with the manner by which a budget is arrived at - he felt <br />that the levy should be established and then the budget put together. He also <br />suggested zero based budgeting for this City. <br />Mr. Schumacher pointed out that in order to operate with such a budget, it would be <br />necessary to have a full financial staff. He asked if Mr. Weible knew of Cities <br />that are using a zero based budget approach and Mr. Weible did not. <br />Mayor Benson felt this is not the place to discuss and asked Mr. Weible to get <br />together with Mr. Schumacher for this. <br />Mr. Marier moved to adjourn, at 9:30 P.M. AVERPA <br />Council Meeting <br />January 24, 1983 <br />The regular meeting of the Lino Lakes City Council was called to order at 7:00 P.M., <br />January 24, 1983 by Mayor Benson with all Council members present except <br />Mr. Kulaszewicz. Mr. Hawkins, Mr. Kluegel and Mrs. Sarner were also present. <br />Mr. Schumacher was absent. <br />MINUTES - JANUARY 10, 19 83 <br />Mr. Reinert moved to approve the minutes as presented. Seconded by Mr. Marier. <br />Motion carried unanimously. <br />DISBURSEMENTS - JANUARY 24 , 19 83 <br />Mr. Marier Moved to approve the disbursements as presented. Seconded by Mr. Reinert. <br />Mrs. Elsenpeter asked if the check for Blaine Midway was the final payment and was <br />told that it was. Motion carried unanimously. <br />OPEN MIKE <br />Mr. Warren Bachman of Ash Street near Centerville Road appeared before the Council <br />to discuss a problem he has with deer. The deer have destroyed over 300 trees that <br />he has planted. He requested the Council to open this area for hunting with slugs <br />.in order to control the deer population. He is adjacent to North Oaks and the deer <br />population in that area has just been counted and there is something over 500 deer <br />in the area. <br />Mr. Roger Johnson, the regional wildlife supervision, and is stationed at Carlos <br />Avery, noted that the deer population in the Metro area is not a new problem. <br />This happens every year about this time. <br />
