COUNCIL MINUTES September 22, 2014 <br />APPROVED <br />90 Council Member Rafferty moved to waive the full reading of Ordinance No. 08 -14. Council Member <br />91 Roeser seconded the motion. Motion carried on a unanimous voice vote. <br />92 <br />93 Council Member Roeser moved to approve the 2nd Reading and Passage of Ordinance No. 08 -14 as <br />94 presented. Council Member Rafferty seconded the motion. Motion carried: Yeas, 5; Nays none. <br />95 <br />96 PUBLIC SAFETY DEPARTMENT REPORT <br />97 <br />98 4A) Consider Hiring of New Patrol Officer — Police Chief Swenson reviewed his <br />99 recommendation to hire Tyler Nelson to fill a vacant police officer position. The council discussed <br />100 the training period for new officers. <br />101 <br />102 Council Member Rafferty moved to approve the hiring of Tyler Nelson. Council Member Stoesz <br />103 seconded the motion. Motion carried a unanimous voice vote. <br />104 <br />105 4B) Consider Promotion of Captain Kelly McCarthy to Deputy Public Safety Director - <br />106 Police Division, and hiring of Daniel L'Allier as Deputy Public Safety Director — Fire Division - <br />107 Police Chief Swenson reviewed his recommendation to promote Captain Kelly McCarthy to the <br />108 position of Deputy Director of Public Safety — Police Division and to hire Mr. Daniel L'Allier as <br />109 Deputy Director of Public Safety — Fire Division. He reviewed Mr. L'Allier's background and <br />110 qualifications. He noted Ms. McCarthy's experience, having come up through the entire Lino Lakes <br />111 Police Department system. Mayor Reinert offered support for both choices. <br />112 <br />113 Council Member Kusterman moved to approve the promotion and hiring as recommended. Council <br />114 Member Roeser seconded the motion. Motion carried on a unanimous voice vote. <br />115 <br />116 4C) Consider approval of Resolution No. 14 -110, Authorizing Enrollment in Statewide <br />117 Lump -Sum Volunteer Firefighter Retirement Plan (SVRFP) - Police Chief Swenson reviewed <br />118 his report, noting that the requested action facilitates the city's enrollment in the PERA retirement <br />119 plan (for firefighters). <br />120 <br />121 Council Member Kusterman moved to approve Resolution No. 14 -110 as presented. Council <br />122 Member Roeser seconded the motion. Motion carried on a unanimous voice vote. <br />123 <br />124 4D) Public Safety Department Update — Police Chief Swenson provided an update: <br />125 The new fire station project is moving forward, with preliminary drawings coming in October; <br />126 Recruitment efforts for fire personnel has identified 25 city staff members; some of those <br />127 numbers will receive training beginning in October and other's following in the spring; <br />128 There will be an additional recruitment effort in the area of the new fire station; <br />129 Training will be done through Century College and will be flexible; <br />130 - Update on equipment allocation (from Centennial Fire District). <br />131 <br />132 Mayor Reinert noted positive aspects of moving forward with the city fire department. He suggested <br />133 that it's important to keep looking at service models for improvements.
