• <br />• <br />STAFF ORIGINATOR: <br />MEETING DATE: <br />TOPIC <br />VOTE REQUIRED: <br />BACKGROUND: <br />AGENDA ITEM 3A <br />Julie Bartell, City Clerk <br />July 9, 2007 <br />Consider Resolution No. 07 -101, Approving a <br />a special event and parade permit for 2007 <br />Blue Heron Days festival <br />Simple Majority (3/5 Vote Required) <br />The Blue Heron Days Committee is finalizing plans for the annual community festival to <br />take place the weekend of August 17 through August 19, 2007. Events scheduled for <br />this year's festival are a parade on Lake Drive, 5K run, Chili Dog run, city ambassador <br />program with coronation ceremony, a petting zoo at the Spirit Hills Mall, medallion hunt, <br />bike rodeo and business expo at the Community Green. The festival executive director, <br />Alyssa Stull, has submitted a special event application requesting city permission to <br />conduct these events. <br />The volunteer parade coordinator, Mr. Bill Combs, has been working with city staff on <br />the parade details and has provided the following information. He anticipates <br />approximately 75 units in the parade; the proposed route for the parade would be the <br />same as in 2006, running on Lake Drive from Marketplace Drive to James Street, with a <br />staging area in the Super Target parking lot. He has obtained permission from Anoka <br />County to conduct the parade on County Road 23 (Lake Drive). <br />The Police and Fire Department have reviewed the applications and have signed off on <br />the permits with the understanding that the applicants will continue to follow their <br />instructions on safety, signage and parking up to and through the festival. The applicant <br />must also have in place all necessary permissions for use of property involved in the <br />event. <br />The attached resolution approves the special event and parade permits with the noted <br />contingencies. <br />OPTIONS: <br />Approve Resolution No. 07 -101 approving a special event and parade <br />permit for the Blue Heron Days festival. <br />• 2.
