COUNCIL MINUTES June 9, 2014 <br />DRAFT <br />46 May 19, 2014 Advisory Board Joint Meeting Minutes Approved <br />47 <br />48 Resolution No. 14-56, Renewal of Liquor, Wine, Beer <br />49 And Dance Licenses Approved <br />50 <br />51 FINANCE DEPARTMENT REPORT <br />52 <br />53 2A) Acceptance of 2013 Audit Report, CliftonLarsonAllen, LLP- Finance Director Rolek <br />54 introduced Rachel Flanders and Chris Knopik of CliftonLarsonAllen who gave a brief overview of <br />55 the results of this year's financial audit. The audit was conducted in April over an approximately five <br />56 day period and the results were favorable as outlined in the report. The council conducted a complete <br />57 review of the findings at their work session. <br />58 <br />59 Council Member Roeser moved to accept the 2013 City of Lino Lakes Audit Report as presented. <br />60 Council Member Rafferty seconded the motion. Motion carried on a unanimous voice vote. <br />61 <br />62 ADMINISTRATION DEPARTMENT REPORT <br />63 <br />64 3A) Consider Approval of Services Agreement between the City of Lino Lakes and Milo <br />65 Bennett — Community Development Director Grochala explained that staff is requesting approval of <br />66 this agreement with Mr. Bennett who is a former fire chief for the Centennial District. His expertise <br />67 will be helpful as the city transitions to a new fire department. An hourly rate is set forth in the <br />68 proposed contract. <br />69 <br />70 Council Member Rafferty concurred that Mr. Bennett will be an asset as the city moves to a <br />71 department of public safety model. He is familiar with the city. <br />72 <br />73 Council Member Rafferty moved to approve the services agreement as presented. Council Member <br />74 Roeser seconded the motion. Motion carried on a unanimous voice vote. <br />75 <br />76 3B) Consider Lease Agreement with New Creations Child Care- Community Development <br />77 Director Grochala reported that this care care organization will be leasing a portion of the city <br />78 complex, the former early childhood center. It's a good fit for them and they are a welcome addition <br />79 to the facility. He briefly reviewed the terms of the lease. <br />80 <br />81 Representatives of New Creations Child Care addressed the council. The organization was started by <br />82 two former teachers who have a passion for children. They reviewed the history of how their two <br />83 current facilities were started. They believe there is a real need for quality, affordable child care in <br />84 the area and they have a sucessful model to provide it. Some of the things that make their facilities <br />85 unique are serving natural foods, providing a predictable scene, providing good preparation for <br />86 school, keeping children exposed to a variety of learning and growing opportunities, and providing an <br />87 application for children's parents to check on them during the day. <br />88 <br />89 The mayor welcomed New Creations and noted that he thinks this is great fit for the city complex <br />90 facility (ECFE wing) that was created to serve children.
