CITY COUNCIL <br />AGENDA ITEM 4B <br />STAFF ORIGINATOR: John Swenson, Director of Public Safety <br />MEETING DATE: June 23, 2014 <br />TOPIC: Approval of Resolution 14-62, Establishing an Incentive Program <br />for the Recruitment of Paid On -Call Fire Personnel <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />The Council is being asked to approve an incentive program for the recruitment of new and <br />experienced fire personnel within the identified timeframe. <br />BACKGROUND <br />During the Council Meeting on June 2, 2014, Council approved Resolution 14-50, which <br />directed staff to integrate fire services for the City of Lino Lakes into the Public Safety <br />Department. <br />Based on the two-year withdrawal period prescribed in the Centennial Fire District Joint <br />Powers Agreement, fire services in Lino Lakes must be operational on January 28, 2016. <br />Given the short timeframe and present challenge of recruiting paid on-call fire personnel, staff <br />has developed an incentive program to attract high quality experienced fire personnel, as well <br />as individuals with no prior fire experience. <br />The tables below show three incentive levels. Level 1 is designed to recruit experienced fire <br />personnel. Level 2 is designed to recruit experienced fire command personnel. Level 3 is <br />designed to recruit individuals with no prior fire experience. <br />Level 1 <br />Milestones <br />Total <br />I ncetive <br />Est. 2015 <br />Budget <br />Est. 2016 <br />Budget <br />$3,000 $17,000 $34,000 <br />2014: (Payable in 2015) <br />Must apply as for Paid On -Call Firefighter with Lino Lakes by 4 PM on July 31, 2014 <br />Must have successful completed Firefighter 1 & 2 and Hazardous Materials <br />Must actively participate in the recruitment of and training of new Lino Lakes fire personnel by attending recruiting meetings <br />Must actively partici pate i n the fire service implementation process and attend at least three planning meeting in 2014. <br />IF ALL MILESTONES ARE MET THE MEMBER WILL RECEIVE $1,000 ON JANUARY 15, 2015 <br />2015: (Payable in 2016) <br />Must meet all milestones articulated for 2014. <br />Must actively participate at eight meetings to assist in the continuing implementation process, training and mentoring of new <br />Ensure the implementation process is successful by the January 28, 2016 "go live" date. <br />IF ALL MILESTONES ARE MET THE MEMBER WILL RECEIVE $2,000 ON FEBRUARY 15, 2016 <br />
