b. Development Contract & Planned Unit Development Agreement <br />c. Conservation Easements <br />i. Conservation Easements shall be approved by RCWD and the <br />City. <br />ii. Homeowner's Association documents <br />i. The HOA documents shall be reviewed and approved by the City. <br />e. Deed for Outlot A <br />i. Outlot A of the NorthPointe final plat shall be deeded to the City. <br />ii. The developer shall prepare the deed for Outlot A. <br />5. The following executed document shall be approved by the City Council prior to <br />issuance of a Grading Permit: <br />a. Development Contract & Planned Unit Development Agreement <br />6. The following items shall be submitted to the City prior to issuance of a Grading <br />Permit: <br />a. Revised plans based on staff comments. <br />b. Executed Declaration for Maintenance of Storm Water Facilities. <br />c. NPDES Permit. <br />d. RCWD Permit. <br />e. Securities and Escrows as detailed in the Development Contract. <br />f. Grading Permit Fee of $150. <br />g. A copy of the Conditional Letter of Map Revision (CLOMR) application <br />sent to FEMA. <br />7. The following items shall be submitted to the City prior to issuance of a Building <br />Permit: <br />a. Revised plans based on staff comments. <br />b. An electronic PDF of the final approved plans. <br />c. Building Permit Fee as determined by the Building Official. <br />d. An as -built survey of the grading. <br />e. A Letter of Map Revision (LOMR) from the Federal Emergency <br />Management Agency (FEMA) for parcels located within the floodplain. <br />8. Approval from Rice Creek Watershed District shall be required prior to recording <br />the final plat. <br />9. The developer shall grade the park in accordance with the approved grading plan <br />and provide top soil and seed per City specifications. <br />10. A detail of the proposed boulevard median on Red Oak Lane including <br />landscaping and signage location shall be provided. <br />11. A Sign Permit shall be submitted by the developer and approved by the City for <br />the proposed subdivision monument sign located in the boulevard median on Red <br />Oak Lane. <br />12. Grading, Development and Erosion Control Plans, Sheets 5-7: <br />a. Landscaping berm along I -35E shall be increased to a height of 15 feet. <br />b. Landscaping berm along CSAH 54 shall be increased to a height of a <br />minimum 3 feet and be continuous from Lot 21 to 30. <br />13.
