The projected salary range for this position is $82,696 to $103,370. You will notice on <br />the General Fund Forecast Gap Analysis that the increased budget amount is $80,602. <br />This is because $40,000 remained in the budget when Lisa Hogstad was promoted from a <br />half-time office tech. position to the deputy clerk position at the end of 2012. These <br />funds have been used for the two temporary scanner operators that were hired in October <br />2013. <br />Temporary Scanning Operator ($17,295) <br />Staff would like to retain one scanning operator through 2015 to complete the conversion <br />of all City files into an electronic format. This expenditure was calculated at an hourly <br />rate of $11.50 for an average of 25 hours per week. <br />Compensation Study ($30,000) <br />Every three years the City is required to file a Pay Equity Implementation Report to the <br />Minnesota Management & Budget Office. After the initial report was filed January 2013, <br />the City received a Notice of Non -Compliance because Lino Lakes did not pass the <br />statistical analysis tests. <br />If not for a timely retirement and the subsequent elimination of the Economic <br />Development Coordinator position that brought the City into compliance, the only <br />remedy to pass the statistical analysis test would have been to increase the salaries for <br />female classes. <br />Since there is a high probability we will not be in compliance when the next pay equity <br />report is filed in 2016, $30,000 is included in the 2015 budget to give the Council the <br />option of conducting a thorough and comprehensive review of all aspects of the City's <br />current compensation and classification system. If the City is found to be in non- <br />compliance in the future, the only alternative is to increase the salaries of female <br />positions after an independent evaluation is conducted on each female job. <br />2 <br />
