• <br />• <br />• <br />STAFF ORIGINATOR: <br />COUNCIL MEETING DATE: <br />TOPIC: <br />VOTE REQUIRED: <br />AGENDA ITEM 1D <br />Rick DeGardner, Public Services Director <br />October 22, 2007 <br />Resolution No. 07 -173, Supporting the <br />Development and Construction of the East <br />Alignment of the Central Anoka County <br />Regional Trail Corridor <br />Simple Majority <br />BACKGROUND: <br />Anoka County is pursuing the development of a multi - purpose regional trail system that <br />would link local and state trail systems, regional parks, and provide safe and convenient <br />routes for non - motorized traffic to traverse the County. In 1996, the Metropolitan <br />Council adopted a Regional Trails Policy Amendment to its Regional Recreation Open <br />Space Development Guidelines /Policy Plan for the implementation of corridors which <br />provide access to high quality natural resources, regional parks, park reserves, and <br />local areas of interest. <br />The Central Anoka County Regional Trail Corridor is strategically located to provide <br />immediate pedestrian access to the recreational resources at Rice Creek Chain of <br />Lakes Park Reserve, Wargo Nature Center and Rice Creek. The east alignment of the <br />Central Anoka County Regional Trail Corridor would link together the cities of Blaine, <br />Lino Lakes and Centerville to the East Anoka County Regional Trail and the proposed <br />Bald Eagle /Chain of Lakes Regional Trail. Specifically, this trail project will be located <br />along CSAH 14 /Main Street from CSAH 17 /Lexington Avenue east to the Washington <br />County border. This proposed trail corridor is consistent with our Parks, Natural Open <br />Space /Greenways and Trail System Plan (adopted in 2004). <br />Attached is a draft of the Central Anoka County Regional Trail East Alignment Master <br />Plan. Upon the Metropolitan Council's approval of this master plan, Anoka County will <br />have a variety of funding options to provide for trail development. After adequate <br />funding is secured, city staff will work closely with Anoka County staff during the detail <br />design phase. Conflicts regarding the proposed trail will be kept to a minimum through <br />proper planning and community involvement. City staff will ensure that any concerns of <br />area residents are addressed (ie. vegetated screenings, shifting of trail when possible, <br />etc). <br />Resolution 07 -173 offers support to Anoka County to develop the Central Anoka County <br />Regional Trail Corridor. <br />OPTIONS: <br />1. Adopt Resolution Number 07 -173. <br />2. Do not adopt Resolution Number 07 -173. <br />RECOMMENDATION: <br />Option No. 1. <br />
