August 27, 1979 <br />5 <br />cussion, Mr. Zelinka moved to authorize Mr. Locher to draft a method for <br />establishing a manner in which all lands or Building Permits are required <br />to pay toward the Park Fund. Seconded by Mr. Kulaszewicz. Motion de= <br />clared passed. <br />The Hockey Association had requested two hocky reinks at Sunrise Park for <br />the hockey season. The Park Board had suggested the old rink be torn down <br />and a new one constru -ted. The Hockey Association will provide all the <br />labor if the City will provide the materials. <br />Mr. McLean suggested that, if a new one is constructed, it be built on <br />the order of the one in Centerville. <br />The Council authorized Mr. Volk to do preliminary planning for this and <br />get some cost figures ready for the Park Board to consider. It was felt <br />that this year's park budget would carry this. <br />Mr. Zelinka reported he had a request to move the small building located <br />at Sunrise Park to Mrs. Billil's new home for sotrage of her equipment. <br />Mr. Zelinka so moved. Seconded by Mr. Kulaszewicz. Motion declared passed. <br />The Park Board held a budget meeting byt Mr. Zelinka does not have any <br />figures from that meeting as yet. <br />Mr. Zelinka reported on the grant application and that it will not even <br />be considered. However there is a meeting on these applications and Mr. <br />Zelinka and several of the Park Board members will be attending and have <br />asked to on the agenda. <br />Mr. Locher presented a copy of a proposed revised hunting Ordinance. Mr. <br />McLean moved to authorize Mr. Locher to publish this in the Circulating <br />Pines and the Forest Lake Times. There will be discussion on this on <br />September 24, 1979 at 9:30 P.M. Seconded by Mr. Zelinka. Motion declar- <br />ed passed. <br />Mr. Locher reported that he and been ocntacted by the Moonies, as had the <br />City offices, on the fact that they are plannig to conduct a fund raising <br />drive in Lino Lakes and surrounding communities. <br />Mr. Gotwald presented the final plans and specifications for the utilities <br />in Lakes Add. #2 &3. He pointed out some of the features and requested two <br />Resolutions from the Council; 1) approving the Plans and Specifications <br />and 2) authorizing him to advertise for bids to be opened on September <br />21, 1979 at 10:00 A.M. <br />Mr. Zelinka moved to approve the plans and specifications for Project <br />79 -1. Seconded by Mr. McLean. Motion declared passed. <br />Mr. Zelinka moved to authorize Mr. Gotwald to advertise for bids for <br />Project 9 -1 to be opened at 10:00 A.M. on September 21, 1979. Seconded <br />by Mr. McLean. Motion declared passed. <br />Mr. Gotwald felt that Anoka County should be contacted and asked whre they <br />I are using the grant funds for bikeways and why the funds cannot be used <br />on Birch Street. <br />Chief Myhre presented plans for the beginning of a Reserve Officer program <br />for the Police Department. He was told to find out the City's liability <br />in this matter and to contact Mr. Kelly on the Workers Comp coverage and <br />premiums. <br />
