14 <br />September 24, 1979 <br />The regular meeting of the Lino Lakes City Council was called to order <br />at 8:00 P.M., on September 24, 1979, by Mayor Karth. Council members <br />present; Kulaszewicz, McLean, Schneider. Absent; Zelinka. Mr. Locher <br />and Mr. Gotwald were also present. <br />Mr. Julaszewicz moved to approve the minutes of September 10, 1979 as <br />presented. Seconded by Mr. McLean. Motion declared passed. <br />Mr. McLean moved to approve the minutes of the special meeting held on <br />September 12, 1979. Seconded by Mr. Kulaszewicz. Motion declared passed. <br />Mayor Karth asked Mr. Gotwald to present his report on the proposed <br />project 79 -1. Mr. Gotwald reported that eiht (8) bids were opened on <br />September 21, 1979 at 10:00 A.M. The firm of Brown & Cris were the low <br />bidders with a total of $709,390.40. Mr. Gotwald explained this was <br />over the estimate but resulted because of some additional storm sewers <br />that had been added to the plans and specifications. In adding this <br />additional storm sewer, there will also be additional footage to be <br />assessed, so the cost per front foot remains the same. Mr. Gotwald <br />had contacted Drovers State Bank, NSP and Mr. Shannon at Springsted and <br />none had bay objections to the revised plans. <br />Mr. McLean moved to authorize Milner Carley Associates to draw up a <br />contract for project 79 -1 but the letting of the contract be held until <br />the band sale has been completed. Seconded by Mr. Schneider. Motion <br />declared passed. <br />Mr. McLean moved to forward information on Project 79 -1 to El Rehbein <br />& Son and ask for a letter from them agreeing to the inclusion in the <br />strom sewer as proposed. Seconded by Mr. Schneider. Motion declared <br />passed. <br />Mr. Robert Burman. County Commissioner, and Mr. David Torkildson, County <br />Park Administrator were here to discuss the problem--with police service <br />in the County Open Space. Several bills for police coverage had been <br />sent with no response. <br />Mr. Torkildson said he and only received one statement, however, a <br />letter from the County Attorney's office made mention of the second <br />statement of over $600.00. Mr. Torkildson said they had initiated <br />their own park rangers who are responsible for patrolling the park. <br />Mayor Karth said the problem is not with the patrolling but with the <br />Anoka County Dispatcher. When calls come in to Central Communications, <br />they are authoatically relayed to the Lino Lakes Police Department. <br />Mayor Karth felt that if the Dispatcher was instructed to relay these <br />calls to the Park Rangers, some of this expense could be avoided. <br />Mr. Burman admitted that if these calls were realyed to the Lino Lakes <br />POlice Department, then the County would be liable for the costs. How- <br />ever, he was concerned with the emergency calls. He felt the nearest <br />department should take care of those. <br />Mayor Karth agreed but felt that the emergency calls are not creating <br />the problem. <br />Mr. Torkildson asked for copies of the cost statements and time to get <br />some details on this matter. He will get some answer back to the Council <br />as soon as possible. <br />
