September 24, 1979 <br />15 <br />There was brief discussion with Mr. Burman on the juvenile detention <br />center problem with Mr. Bohjanen requesting a meeting with the County <br />Commissioners within the next month. Sen. Knaack and Rep. Valento will <br />be present at this meeting. Mr. Burman agreed. <br />The public hearing on the East Birch Addition was called to order at 8:45 <br />P.M. Mr. Locher read the notice of legal publication. <br />Mr. McLean presented the action of the Planning adn Zoning Board. This <br />plat had been considered and recommended for approval. However, there was <br />some discussion on the right -of -way taken by the County on 20th Avenue. <br />The Planning and Zoning felt that the City should not approve this taking <br />of the lands but should ask for additional setbacks on those streets in <br />Lino Lakes that would be classified as collectors by the County. There <br />was also discussion on the matter of the park dedication. <br />Mr. Nadeau felt there is no need for a park. Mr. Scherer, a member of <br />the Park Board agreed, he felt the need for a park was East of the Freeway. <br />Mr. Shaughnessy, another member of the Park Board, agreed. <br />Mr. Nadeau presented copies of the latiest revision of the plat dated <br />September 13, 1979. After some discussion on the right -of -way, Mr. McLean <br />moved to approve the SEptember 13, 1979 revised plat of East Birch Add. <br />with money to be accepted in leiu of land. The amount to be paid $5,830.00. <br />Seconded by Mr. Kulaszewicz. Motion declared passed. <br />Mr. Kulaszewicz moved to close the hearing at 9:05 P.M. Seconded by MR. <br />McLean. Motion declared passed. <br />The public hearing for Bloom's Addition was called to order at 9:05 P.M. <br />Mr. Locher read the notice of legal publication. Mr. McLean presented <br />the Planning adn Zoning Boards action on this plat. The revised plat <br />contains five lots with one large area designated as park. Mr. McLean <br />suggested that perhaps this area should be designated as a drainage <br />easement since there is very little area that could be utilized as park. <br />Mr. McLean moved to approve the August 16, 1979 revision of the Bloom's <br />Addition with the 60' street right -of -way, containing 5 lots with teh 6th <br />to be designated as drainage easement, with money to be accepted in leiu <br />of land, the amount to be $1,320.00. SEconded by Mr. McLean. Motion <br />declared passed. <br />Mr. Kulaszewicz moved to close the hearing at 9:15 P.M. Seconded by MR. <br />McLean. Motion declared passed. <br />Mr. Wayne Ellison was present to discuss the extension of Deer Pass Trial. <br />This matter had been discussed with Mr. Gotwald. The current owner of the <br />property to the South had agreed to sell a triangle of land to Mr. <br />Ellision which will give him 150' frontage on the existing cul -de -sac, <br />leaving 160' for the existing home. This would eliminate the necessity <br />for the extension of that street. <br />Mr. Gotwald had checked this and felt this was the way to handle this <br />proble. Mr. Locher said he and not filed the vacation of the radius of <br />the cul -de -sac because he did not have a legal description for the <br />extension of the street. The Council can rescind the action on the <br />vacation by Resolution. <br />Mr. McLean moved to resciin the extension of Deer Pass Trail to the <br />
