18 <br />September 24, 1979 <br />Mr. McLean moved that the staff make a complete list of active special <br />use permits, with a list of inactive special use permits to be con- <br />sidered for cancellation and have ready for the November Planning and <br />Zoning Board meeting. Seconded by Mr. Schnieder. Motion declared passe <br />..The Planning adn Zoning Board had considered a proposal for the <br />digging out and filling in of the Wilson Property on Lake Drive just <br />North of Skyline Auto Body. More work needs to be done on this pro- <br />posal. They will return to the Planning and Zoning. <br />Mr. Locher reported that Mr. Donald Holzmer's Attorney asked to be <br />put on the October 9, 1979 Council meeting agenda to discuss problems <br />with his house. <br />Mr. Locher said that he and been contacted with a problem with persons <br />going onto private property and cutting trees for firewood. He ex- <br />plained the penalties involved in this. <br />Mr. Nadeau asked about the special use permit that was to be applied <br />for by Mr. Henry Suchy. The Clerk said the application had been picked <br />up at the City Hall but had not been returned. The general opinion of <br />the Council was that the City Ordinances should be enforced in this case. <br />Chief Myjre said they had been issued tickets for the dogs. Chief Myhre <br />was instructed to follow through •on this matter. Mr. Schneider so <br />moved. Seconded by Mr. Kilaszewicz. Motion declared passed. <br />Mr. Bruggeman had written a letter suggesting some changes in the streets <br />to be installed in West Oaks of Bald Eagle. The Clerk was instructed <br />to contact Mr. Gotwald on this matter and a copy of this letter to be <br />forwarded to Mr. Gourley. Also, a copy to Mr. Volk. This matter <br />could be considered at the Special Planning and Zoning meeting schedule <br />for September 26, 1979. <br />Chief Myjre reported that Ken Kjer would accept the full time position <br />in the Police Department providing that he would start at the top <br />salary. Mr. Locher had checked with the Union and there is no porblem. <br />The would be the 1526.00 per month salary range. <br />There was discussion on the impact of this on the budget with the <br />Council instructing Chief Myhre to offer Mr, Kjer a salary of 1375.00, <br />if he doesn't accept, then to offer the full time position to Tim Ross <br />at his current salary range. Mr. Schneider so moved. Seconded by Mr. <br />McLean. Motion declared passed. <br />Mr. Winter questioned the Council on the proposed revision of the dog <br />Ordinance. Mayor Karth read the proposal as submitted by Mr. Locher. <br />The general consensus of the Council was this would be unenforcable as <br />written and suggest Mr. Winter apply for special permission and be <br />specific as to what he is applying for. <br />Mr. Locher prepared an amendment to Ordinance No. 65, which he read to <br />the Council. Mr. McLean moved to approve the Amendment to Ordinance <br />No. 65 as presented by Mr. Locher. Seconded by Mr. Kulaszewicz. <br />Motion declared passed. <br />Mr. Schneider moved to set a special Council meeting for September <br />27, 1979 at 7:30 P.M. Seconded by Mr. McLean. Motion declared passed. <br />Mr. McLean asked the status of Mr. Mobley on the matter of his <br />certification. After some discussion, Mr. Locher was instructed to <br />
