18 September 24, 1979 Mr. McLean moved that the staff make a complete list of active special use permits, with a list of inactive special use permits to be con- sidered for cancellation and have ready for the November Planning and Zoning Board meeting. Seconded by Mr. Schnieder. Motion declared passe ..The Planning adn Zoning Board had considered a proposal for the digging out and filling in of the Wilson Property on Lake Drive just North of Skyline Auto Body. More work needs to be done on this pro- posal. They will return to the Planning and Zoning. Mr. Locher reported that Mr. Donald Holzmer's Attorney asked to be put on the October 9, 1979 Council meeting agenda to discuss problems with his house. Mr. Locher said that he and been contacted with a problem with persons going onto private property and cutting trees for firewood. He ex- plained the penalties involved in this. Mr. Nadeau asked about the special use permit that was to be applied for by Mr. Henry Suchy. The Clerk said the application had been picked up at the City Hall but had not been returned. The general opinion of the Council was that the City Ordinances should be enforced in this case. Chief Myjre said they had been issued tickets for the dogs. Chief Myhre was instructed to follow through •on this matter. Mr. Schneider so moved. Seconded by Mr. Kilaszewicz. Motion declared passed. Mr. Bruggeman had written a letter suggesting some changes in the streets to be installed in West Oaks of Bald Eagle. The Clerk was instructed to contact Mr. Gotwald on this matter and a copy of this letter to be forwarded to Mr. Gourley. Also, a copy to Mr. Volk. This matter could be considered at the Special Planning and Zoning meeting schedule for September 26, 1979. Chief Myjre reported that Ken Kjer would accept the full time position in the Police Department providing that he would start at the top salary. Mr. Locher had checked with the Union and there is no porblem. The would be the 1526.00 per month salary range. There was discussion on the impact of this on the budget with the Council instructing Chief Myhre to offer Mr, Kjer a salary of 1375.00, if he doesn't accept, then to offer the full time position to Tim Ross at his current salary range. Mr. Schneider so moved. Seconded by Mr. McLean. Motion declared passed. Mr. Winter questioned the Council on the proposed revision of the dog Ordinance. Mayor Karth read the proposal as submitted by Mr. Locher. The general consensus of the Council was this would be unenforcable as written and suggest Mr. Winter apply for special permission and be specific as to what he is applying for. Mr. Locher prepared an amendment to Ordinance No. 65, which he read to the Council. Mr. McLean moved to approve the Amendment to Ordinance No. 65 as presented by Mr. Locher. Seconded by Mr. Kulaszewicz. Motion declared passed. Mr. Schneider moved to set a special Council meeting for September 27, 1979 at 7:30 P.M. Seconded by Mr. McLean. Motion declared passed.
