September 24, 1979 <br />cussion of the provisions for single shot firearms and the carrying of <br />that type of ammunition. <br />17 <br />Mr. Winter of 24th Avenue said he slaughters his cattle with singel shot <br />guns fire and he suggested the use of a 22 rifle for the control of pre - <br />sators. <br />The Council informed Mr. Winter the discharge of single shot ammunition <br />had been prohibited since 1965. This portion of the Ordinance is not <br />new. It was suggested fro a lady in the audience that perhaps Mr. Winter <br />could get a special permit giving him permission for this purpose. The <br />Council suggested that Mr. Winter let the Police Department know when he <br />plans to slaughter cattle. <br />Mr. McLean moved to adopt Ordinance No. 27A as amended at this Council <br />meeting. Seconded by Mr. Schneider. Motion declared passed. <br />Mr. McLean moved to close the hearing at 10:10 P.M. Seconded by Mr. <br />Schneider. Motion declared passed. <br />Mr. Schneider moved to continue the hearing on the proposed use of <br />Federal Revenue Sharing Funds to October 9, 1979 at 9:00 P.M. Seconded <br />by Mr. Kulaszewicz. Motion declared passed. <br />Mr. McLean presented the following actions of the Planning and Zoning <br />Board. <br />..Mr. Bhend had applied for a variance to transfer title of property of <br />than 24 acres located at 7720 Lake Drive. This property has been sold <br />several times and this variance is to clean up the records. Planning and <br />Zoning had recommended approval. Mr. McLean moved to approve this variance. <br />Seconded by Mr. Kulaszewicz. Motion declared passed. <br />..The Planning adn Zoning Board considered the preliminary plat of Twilight <br />Acres III. More information is needed - they will return. They also <br />discussed a lot split on 79th. More on, this later. <br />.The plat of Forest G%n had been resubmitted. The Planning adn Zoning <br />Board asked that this be sent back to the Planner and Engineer for review. <br />There was also discussion on the status of the lots in Carole's Estates II <br />bordering Lake Drive - are they residential or commercial. This is to be <br />checked with Mr. Locher. <br />..Mardon Homes had requested permission to construct homes smaller than <br />the requirements of the City. Planning adn Zoning had recommended denial <br />of this request. Mr. McLean so moved. Seconded by Mr. Schneider. Motion <br />declared passed. <br />..A special use permit had been applied for by Mr. Rivard for the purpose <br />of keeping chickens on a parcel of alnd of less than 5 acres. This re- <br />quest had bot been followed through. The Planning and Zoning Board in- <br />structed the Clerk this request would need to belting all over again. <br />..There was discussion on the easements rq.uired by teh Anoka County <br />Highway Department on plats on County Roads. After some discussion on <br />this matter, Mr. McLean moved that the street right -of -way be 66' on all <br />collectors with 100' setbacks for all building sites, or 67'. from the <br />right -of -way, whichever is less. Seconded by Mr. Schneider. Motion <br />declared passed. <br />..The Planning and Zoning Board had recommended that all special use <br />permits have a common renewal date. The date had been left to Council <br />decision. Mr. McLean moved that all special use permits be issued with <br />a common renewal date of July 1 of each year and all existing permits be <br />extended to that date. Seconded by Mr. Kulaszewicz. Motion declared passed. <br />
