26 <br />October 9, 1979 <br />Mrs. Vi HagstroR, of Birch Lane( had appeared asking permission to con- <br />struct a pole building for storage on her property. She has no frontage on <br />any street due to the manner in which the lands were platted in her area. <br />The Planning and Zoning Board had recommended thatthe frontage requirement <br />be waived and the building permit be issued, with the provision that some <br />of the small outbuildings be removed. Mr. Kulaszewicz moved to approve <br />this variance. Seconded by MR. Zelinka. Motion declared passed. <br />Mr. Homer Bruggeman had requested some alterations in the manner in which <br />the streets are to be constructed in West Oaks, The Planning and Zoning <br />Board had recommended that the street width be kept as originally planned <br />but Mr. Gotwald work with Mr. Bruggeman on the matter of the boulevards <br />to allow for slopes and trees. MR. Zelinka moved to approve this re- <br />commendation. Seconded by Mr. Schneider. Motion declared passed. <br />Mr. Kulaszewicz moved to approve the minutes of September 24, 1979 as written. <br />Seconded by Mr. Schneider. Motion declared passed, with Mr. Zelinka <br />abstaining. <br />Mr. Schneider presented the budget figures explaining the increase and the <br />reasons why. He also discussed the special levies outside the levy limit <br />and the reasons for this levy. Mr. Schneider moved to certify the total <br />of $287,689 to the County for levy to be collected in 1980. Seconded by <br />Mr. Zelinka. Motion declared passed. <br />Mr. Locher reiminded the Council of the meeting with the mediation board <br />on Oct. 16, 1979 on the union petition for the public works employees. <br />Mr. Volk will need to attend this meeting, as will Mr. Locher. It was <br />suggested that one of the Council members also attend. Mr. Kulaszewicz <br />moved that Mayor Karth attend this meeting. Seconded by Mr. Zelinka. <br />Motion declared passed. <br />The proposal for long term disability insurance was discussed but no action <br />was takem. <br />The matter of the dinner that had been planned was discussed and it was <br />decided to hold an open house at the City Hall on October 28, 1979 from <br />7:00 to 9:00 P.M. to give all persons interested an opportunity to meet <br />Mr. Randy Schumacher, the City Administrator. Mr. Schneider so moved. <br />Seconded by Mr. Zelinka. Motion declared passed. The Clerk was instructed <br />to make certain both newspapers have this information. <br />Mr. Locher saidh he had and a call from Mr. Holzmer's Attorney bu t had <br />een unable to reach him. He will call. <br />Mr. Locher had checked Mr. Henry Suchy's property and there is 5 acres to <br />the center of the road. The trasnfer of title was dated 4/4/77 and filed <br />on 4/14/77. Ordinance 66C raising the requirement for a farm to 10 acres <br />was passed 8/8/77, therefore Mr. Suchy is gradnfathered in as a non- <br />conforming use. Mr. Locher felt that Mr. Suchy is operating within the <br />structure of the City Ordinances with the exception of the pigs, and this <br />must have a signed complaint from the persons complaining in order for any <br />action to be taken. <br />Mr. Kulaszewicz moved that a letter be written to Mr. Suchy asking him to <br />certify that pigs were on the property prior to August of 1977. Seconded <br />by MR. Schneider. Motion declared passed. <br />Mr. Locher said the number cannot be increased and the odor must be kept <br />down. <br />
