October 9, 1979 <br />25 <br />This does not require a public hearing, but it does require publication <br />before it is effective. Some of the persons present asked if this meant <br />they could hunt the next day and they were told, No, not until this was <br />published and that would not be until next week. <br />Mr. Kulaszewicz felt this matter had been discussed by this Council three <br />time - why go through the process all over again. <br />Mr. Schneider moved to attempt to find the four persons who appeared <br />at the last meeting and have them appear at the next meeting. Seconded <br />by Mr. Zelinka. Motion declared passed. This hearing was set for 8:30 P.M. <br />Mr. Zelinka reported that he was absent at the last Park Board meeting <br />and asked Mr. Liljedahl, the Chair person to give the report. <br />Mrs. Liljedahl had many itesm she wanted to discuss with the Council- the <br />construction of the building at City Hall Park; the follow up on the <br />LAWCON grant application denial; the method of collecting money in leiu <br />of land; some other items. <br />Mr. Schnieder felt there were too many items to handle at this meeting and <br />suggested a special joint meeting between the Council and the Park Board <br />to go over these tiems one by one. <br />Mr. Shaughnessy felt an appeal should be written on the grant denial at <br />onece and suggested this be done by Mr. Locher. Mr. Locher asked the time <br />frame for the granting of these funds and Mrs. Liljedahl saind most of the <br />meney had been granted. <br />Mr. Zelinka moved that the Park Board be authorized to use Mr. Locher for <br />legal advise within reason and to write relative to this matter. Seconded <br />by Mr. Schneider. Motion declared passed. <br />Mrs. Liljedahl brought up the matter of the building proposed for the City <br />Hall property - this was approved -for construction In 1979 and, at this <br />point in time, nothing has been done. Methods of financing this construction <br />was discussed with the suggestion that perhaps just the lower level could <br />be constructed at this time. It was suggested that perhaps estimates for <br />this portion of construction should be obtained. <br />Mr. Kulaszewicz said he could arrage for some one. from the Park Board to <br />meet with Mr. March Jenson of the Metropolitan Park Board. <br />Mr. Zelinka moved that a special meeting of the City Council and the Park <br />Board be scheduled for Tuesday, October 16, 1979, at 8:00 P.M. Seconded <br />by Mr. Kulaszewicz. Motion declared passed. The Clerk is to notify Carol <br />Krasnow. <br />In the absence of Mr. McLean, Mr. Gourley, Chairman of the Planning and <br />Zoning Board, reported on the actions taken at the special meetinf of last <br />week. <br />Mr. Donald Snyder had applied for a variance for a long driveway. This is <br />necessitated by a low spot in the front of the lot. Planning and Zoning <br />recommended approva. MR. Kulaszewicz moved to approve this request for <br />along driveway with the stipulations that the driveway be maintained by <br />the property owner in a manner to allow emergency vehicles at all times <br />and that no other residence be allowed on that driveway. Seconded by MR. <br />Schneider. Motion declared passed, with Mayor Karth abstaining. <br />
