October 9, 1979 25 This does not require a public hearing, but it does require publication before it is effective. Some of the persons present asked if this meant they could hunt the next day and they were told, No, not until this was published and that would not be until next week. Mr. Kulaszewicz felt this matter had been discussed by this Council three time - why go through the process all over again. Mr. Schneider moved to attempt to find the four persons who appeared at the last meeting and have them appear at the next meeting. Seconded by Mr. Zelinka. Motion declared passed. This hearing was set for 8:30 P.M. Mr. Zelinka reported that he was absent at the last Park Board meeting and asked Mr. Liljedahl, the Chair person to give the report. Mrs. Liljedahl had many itesm she wanted to discuss with the Council- the construction of the building at City Hall Park; the follow up on the LAWCON grant application denial; the method of collecting money in leiu of land; some other items. Mr. Schnieder felt there were too many items to handle at this meeting and suggested a special joint meeting between the Council and the Park Board to go over these tiems one by one. Mr. Shaughnessy felt an appeal should be written on the grant denial at onece and suggested this be done by Mr. Locher. Mr. Locher asked the time frame for the granting of these funds and Mrs. Liljedahl saind most of the meney had been granted. Mr. Zelinka moved that the Park Board be authorized to use Mr. Locher for legal advise within reason and to write relative to this matter. Seconded by Mr. Schneider. Motion declared passed. Mrs. Liljedahl brought up the matter of the building proposed for the City Hall property - this was approved -for construction In 1979 and, at this point in time, nothing has been done. Methods of financing this construction was discussed with the suggestion that perhaps just the lower level could be constructed at this time. It was suggested that perhaps estimates for this portion of construction should be obtained. Mr. Kulaszewicz said he could arrage for some one. from the Park Board to meet with Mr. March Jenson of the Metropolitan Park Board. Mr. Zelinka moved that a special meeting of the City Council and the Park Board be scheduled for Tuesday, October 16, 1979, at 8:00 P.M. Seconded by Mr. Kulaszewicz. Motion declared passed. The Clerk is to notify Carol Krasnow. In the absence of Mr. McLean, Mr. Gourley, Chairman of the Planning and Zoning Board, reported on the actions taken at the special meetinf of last week. Mr. Donald Snyder had applied for a variance for a long driveway. This is necessitated by a low spot in the front of the lot. Planning and Zoning recommended approva. MR. Kulaszewicz moved to approve this request for along driveway with the stipulations that the driveway be maintained by the property owner in a manner to allow emergency vehicles at all times and that no other residence be allowed on that driveway. Seconded by MR. Schneider. Motion declared passed, with Mayor Karth abstaining.
