Motion declared passed. <br />The minutes of October 9, 1979 were held for consideration at the <br />next Council meeting due to the lack of a quorum of the members pre= <br />sent at that meeting. <br />Mr. McLean moved to approve the minutes of the Special meeing held on <br />October 16, 1979 as written. Seconded by Mr. Kulaszewicz. Motion <br />declared passed. <br />The Clerk presented the following items for Council consideration: <br />..A copy of the Standard Utilties Specifications had been received from <br />the League of Minnesota Citites. Mr. Golk has the copy, however, Mr. <br />Gotwald would like to take a look at it. <br />..Information on a new statute ( #22.82) which puts house and building <br />movers under the jurisdiction of the State as to licensing, bonding <br />and insuring. Copies of this will be made for the building inspector <br />and all Council members. <br />..A completed and corrected copy of the Resolution providing for the <br />sale improvement bonds and been received from Springsted. <br />..A11 Council members have a copy of the insurance proposal from the <br />League of Minnesota Cities. This must be answered by Movember 23, 1979. <br />..Several meetings scheduled by the Metropolitan Waste Control Commission <br />were announced. These meetings are conscerned with the Metropolitan <br />Wastewater Treatemnt Plant Study. <br />..The Minnesota Pollution Control Agency will be considering the issuanc <br />of forty sewer extensions on Tuesday, October 23, 1979. Two of these <br />extensions are in Lino Lakes. <br />..Approval of the sewer extensions in Shenandoah III, Lakes Add. #2 and <br />Lakes Add. #3 by the Metropolitan Waste Control Commission had been <br />received. Mr. Gotwald asked for a copy of this letter. <br />Mr. Mark Bric, a resident of Andall Street had requested to appear be- <br />fore the Council on the matter of getting that street surface. He told <br />the Council that all residents with the exception of one was in favor <br />of this work being done and assessed to the property owners. <br />Mr. Gowald explained this is a private street and in order for the City <br />to do any work in that area, there must be deeds to the City for the <br />street right -of -way. <br />Mr. Bric asked if there was any way the one owner could be forced to <br />participate in this work and Mr. Locher said, Only by condemnation and <br />that is an expensive procedure. He suggested that Mr. Bric try to ob- <br />tain deeds for the right -of -way. <br />Mayor Karth asked the Council members if there were any questions or <br />problems with the Contract with the City Administrator and there were <br />noen. Mr. McLean moved toauthorize the signing of the contract. <br />Seconded by MR. Kulaszewicz. Motion declared passed. <br />Mayor Karth read a notice -he and received of a meeting to discuss the <br />expansion of the Anoka Airport. This meeting will be held on Oct. <br />0, 1979 at 7:30 P.M. in the Blaine Senior High School. <br />Mr. Dinsmore appeard before the Council with a request to park a Motor <br />
