October 22, 1979 <br />31 <br />Home at a new home site for two to three weeks while the home is being <br />constructed. The Building Inspector had informed them of their violation <br />and told them the home had to be removed. Mr. Dinsmore said their three <br />children are in shcool and he did not want to interrupt this. <br />The general consensus of the Council was this was not something that could <br />be allowed - the ordinance must be adjerred to in order to maintain control <br />of the use of motor homes and travel trailers within the City. It was <br />suggested that the motor home be parked at Troutaire for the few weeks be- <br />fore their home is completed. Mr. Dinsmore thanied the Council and said <br />he would check this out. <br />The bids for the dump truck had been opened and recoreded. Each member has <br />a copy of the bids with Mr. Volk's recommendations. There was some dis- <br />cussion on the bids and the reasons for Mr. Volk's recommendations. <br />Mr. McLean moved to approve the bid from Crossway's Ford with a four month <br />delivery date. Seconded by Mr. Kulaszewicz. Motion declared passed. <br />There was discussion on the status of the street lighting in Shenandoah <br />with Mr. Gotwald agreeing to contact NSP again. <br />The Hearing on the hunting ordinance was called to order at 8:30 P.M. <br />Mayor Karth read the pteition as presented at the last meeting asking that <br />the boundaries be returned to where they were before this ordinance was <br />passed. Mayor Karth received petitions from 10 property owners asking that <br />the boundaries remain as they are at the present time. <br />Mayor Karth felt the only problem with the new ordinance was that the <br />boundaries were changed from what had originally been published in the papers <br />Mr.Locher said under a standard form of government such as this City <br />operates under, it is not mecessary to publish the Ordinance before it is <br />approved. <br />Mayor Karth explained this matter was first considered last February and <br />has been discussed several times since that date. <br />There was much discussion from the audience on who does the hunting and <br />where the problems area; how far pellets will travel; why this should be <br />reopened and why it should not be reopened. <br />It was felt that the persons who wanted their property in the no hunting <br />area should have that privilege. Mr. Gotwald will prepare a map on a half <br />section deleting the lands so petitioned. This map will be in the Clerk's <br />office on Novmeber 5, 1979 for inspection and this ratter will be on the <br />November 12, 1979 agenda. <br />Mr. McLean presented the following actions from the Planning and Zoning <br />Board <br />..Mr. Blake Rivard had requested a variance for a long driveway. P &Z had <br />recommended approval. Mr. McLean moved to approve this variance with the <br />st plulations that this drive way be maintained by the owner in a manner <br />to insure passage for emergency vehicles at all times and that no other <br />residence can be built on this driveway. Seconded by Mr. Kulaszewicz. <br />Motion declared passed. <br />..Mr. Richard Klenck had applied for a special use permit to operate a <br />business out of his home. This is merely using that address for billing <br />and contracting. and the parking of two dump trucks. P &Z had recommended <br />approval of this special use permit.
