44 December 26, 1979 <br />The regular meeting of the Lino Lakes City Council was called to order <br />at 8:00 P.M., December 26, 1979 by Mayor Karth. Council members present; <br />Kulaszewicz, McLean, Schneider, Absent Zelinka. Mr, Locher, Mr. Gotwald <br />and Mr. Schumacher were also present. <br />Mr. Locher administered the Oath of Office to the incoming members of the <br />Council. F. Kenneth Gourley, as Mayor, Marilyn Elsenpeter and Ronald <br />Jaworski as Council members. <br />Mr. Zelinka arrived. <br />Mr. McLean moved to approve the minutes of December 10, 1979 as presented. <br />Seconded by MR. Kulaszewicz. Motion declared passed. <br />Mr. McLean moved to approve the disburesements as presented. Seconded <br />by Mr. Kulaszewicz. Motion declared passed. <br />Mr. McLean moved to approve requisitions #936 & 937. Seconded by Mr. <br />Zelinka. Motion declared passed. <br />Mr. Schneider presented the actions necessary for approval of a final <br />budget. He asked the Council to approve a preliminary budget for the <br />convenience of the City Administrator. Mrs. Anderson is putting a package <br />together to include all figures discussed at budget hearings. <br />Mr. Schneider moved to approve the preliminary budget based on budget <br />hearing and summary sheets as presented. The final budget to be ready <br />for approval before the end of January. Seconded by Mr. Zelinka. Motion <br />declared passed. <br />The entire requirements for the Federal Revenue Sharing Funds have not <br />been fulfilled. Mr. Schumacher explained that one more hearing is <br />necessary. He asked to have a public hearing for the actual use of these <br />funds. This hearing to include the surplus funds from 1978 and 1979. <br />This must be done before the final action on the budget. <br />Mr. McLean moved to set the public hearing for the actual use of the <br />Federal Revenue Sharing Funds for 1978, 1979 & 1980, for January 14, 1980 <br />at 8:30 P.M. Seconded by Mr. Kulaszewicz, Motion declared passed. <br />The surplus of $12,792.00 from the two prior years to be included, Mr, <br />Schnieder asked the Council to consider the detailed update of the status <br />of the Federal Revenue Sharing Funds, The current balance is $49,949.93. <br />1978 and 1979 planned uses and the actual monies spent had been detailed <br />out. The balance remaining in the 1979 fund is $3,137.00 Mr. Schneider <br />moved to transfer from the Federal Revenue Sharing Funds the monies <br />expended. These funds to be transferred to the General Fund. Mr. Schneider <br />moved to transfer $37,129.99 to the General Fund, Seconded by Mr. Zelinka. <br />Motion declared passed. <br />Mr. Schneider presented the budgeted amount from the Dedicate Park Funds. <br />Mr. Schneider moved to transfer $2,970.80 from the Dedicated Park Funds <br />to General Fund. Seconded by Mr. Zelinka. Motion declared passed. <br />Mr. Schneider asked that early in 1980 the sewer and water rates be re- <br />viewed. He so moved. Seconded by Mr. MCLean. Motion declared passed. <br />The continuation of the hearing on the Peltier View Plat was called to <br />order and turned over to Mr. Schumacher. Mr. Schumacher had made a summary <br />
