Discussion f the existing buildings <br />and what they would be used for - there are no firm plans at this time. The <br />land to be used for the project is currently owned by the company. <br />Mr. Kulaszewicz moved to call for a pyblic hearing on March 17, 1980 at 7:30pm <br />on the Industrial Revenue Bonds as proposed by Rite -Way Waterproofing. Second - <br />ed by Mr. McLean. Motion carried unanimously. Mayor Gourley called for a <br />special Council meeting for March 17, 1980 at 7:30 P.M. <br />Mr. Schumacher asked if this project would be fully taxed and Mr. Merry said, <br />Yes. There is no form of property tax abatement provided. <br />Mayor Gourley requested a look at the plans before the public hearing. This <br />could be done at the February 28, 1980 meeting to discuss this matter. Mr. <br />Merry agreed. Mr. McLean suggested that some or all of the : &Z also attend <br />that meeting for this discussion. It was suggested Mr. Merry attend the <br />February 20, 1980 P &Z meeting and he agreed. The Council does not expect <br />a recommendation from the P &Z - this is just for their information only. <br />Mayor Gourley moved that the second paper for the notice of public hearing <br />to be published be the Forest Lake Times. Seconded by Mr. Kulaszewicz. <br />Motion carried unanimously. <br />Under Old Business, The Clerk reported that payment for the use of the lift <br />station had been received from the Metropolitan Waste Control Commission. <br />Under New Business, Mayor Gourley reported that the Anoka County Board of <br />Commissioners will be meeting at 9:00 A.M. and the ninth item on the agenda <br />is discussion of the location of the juvenile detention center. Mrs. <br />Elsenpeter noted that Mr. Burman had failed to notify this Coty of any <br />meetings concerning this problem She also stated that she plans to attend <br />that hearing scheduled for February 12, 1980. <br />Mr. Schumacher reported on the status of the Police cars. He listed the <br />vehicles presently being used and reported that the 1980 Suburban will be <br />here next week. He asked that thePolice Department retain the 1977 Ford <br />as the back -up unit, and the 1977 Suburban be turned over to Mr. Volk for his <br />use. This leaves the City staff without a vehcile and Mr. Schumacher re- <br />commended that a used vehicle be purchased for this purpose. Mr. Schumacher <br />said there is room for this purpose in the Building Inspector's budget in <br />that a cehicle was provided and mileage had been budgeted. <br />Chief Myhre did not agree with this approach and presented his report on <br />the savings that had been made through the use of the suburbans as patrol <br />cars. There was much discussion on the pros and cons of this matter with <br />no dicision. <br />Mr. McLean moved to authorize Mr. Schumacher to spend up to $1500.00 to <br />purchase a staff car. Seconded by Mr. Kulaszewicz. Motion carried <br />unanimously. <br />There was some discussion on the towing contract, with Mrs. Elsenpeter ask- <br />ing Mr. Schumacher to ake care of this matter. Chief Myhre explained that <br />we do not have a contract - just an agreement to use the firm on the basis <br />of their submitted bid. <br />Mr. Schumacher reported on the public hearing set for the Comprehensive Use <br />Plan on a Federal Holiday and the second hearing set for February 27, 1980. <br />Mayor Gourley wanted to know if there is a conflict in holding this hearing <br />
