1 <br />1 <br />March 24, 1980 <br />73 <br />Since there are questions that need to be answered, Mr. McLean moved to <br />continue this hearing until April 14, 1980, at 9:15 P.M. Seconded by Mrs. <br />Elsenpeter. Motion carried unanimously. <br />Mr. John Blomquist presented the Plat of Arbor Lake for final approval. <br />This plat contains 15 lots on 30.5 acres. Reic Creek Watershed Board has <br />approved this plat, the street plan meets all requirements, the Park Board <br />has requested Outlot A, Ramsey County Enginrre has reviewed the streets <br />and they confor, drainage plans were submitted to RCWB. <br />The major concern was the park land and access to the land. Questions <br />were raised as to the easement at the north end of the plat. Mayor Gourley <br />asked if the City would have problems gaining access to the park over this <br />40' easement. After some questions and answers, Mr. Jaworski moved to <br />approve this final plat for signatures with deeds to be provided to the <br />City for Outlot A for Park purposes and a deed to the 40' easement for <br />access to the park land, subject to the redrawing of the plat to conform <br />to these requirements. Mr. Locher must see the abstract for title check. <br />Seconded by Mrs. Elsenpeter. Motion carried unanimously. <br />The financial reports for January and February were considered. Mr. <br />Schumacher explained reasons for some of the expenditures in the reports. <br />Basically, expenditures are up and receipts are down. It was generally <br />felt that the first wo months of the year do not give a true picture. <br />The salary recommendations for the unclassified employees was discussed. <br />This concerns Chief Myhre, Mr. Volk and Rrs. Anderson. The reocmmendations <br />are based on bringing the base salaries up to the suburban average. Chief <br />Myjre's base salary of $1630.00 is $74.00 under the average, to this is <br />added an additional 6.4% salary increase to bring his base salary to $1868.00 <br />per month. The City to assume the costof dependent coverage of H &W. Mr,. <br />Volk's base salary of $1510.00 per month is $165.00 under the average. <br />This would be added to his base salary to bring his monthly salary to <br />$1675.00. The City to assume the cost of dependent coverage of H &W. Mrs. <br />Anderson's base salary of $825.00 per month is $19.00 under the average <br />for bookkeepers. However, since her duties include more than just book- <br />keeping, Mr. Schumacher proposed an additional 10.2% salary increase to <br />bring her monthly salary to $930.00. Mr. Schumacher recommneded that Mr. <br />Volk's salary be reviewed on October 1, 1980 for possible adjustment at <br />that time. <br />Mr. McLean moved to approve these recommendations. Seconded by Mr. Jaworski. <br />Motion carried unanimously. <br />Mayor Gourley reported that the Centerville Fire Contract had been signed <br />and sent back with no alterations. <br />Mrs. Elsenpeter asked about the street lighting ordinance and Mr. Schumacher <br />was directed to have a sample ordinance ready for the next agenda. <br />On discussion of WPC -40, Mr. Schumacher has checked this out. PCA has <br />adopted these Rules and Regulations, he has ordered a copy of these Rules <br />Iand recommended the City Council adlpt this document by reference. <br />Mayor Gourley asked that the Building Inspector review this document and <br />report at the next Council meeting. <br />Mr. Schumacher reported that Dr. Willamson from St. Cloud State University, <br />
