March 24, 1980 <br />The towing contracts were considered. Some questions were raised which <br />Chief Myhre answered. When asked for a recommnendation, Chief Myhre <br />recommended to accept the proposal of Auto - Medics. Several aspects of <br />this contract were discussed and the built in methods of checkin charges <br />It was felt that if the terms of this contract are violated, the contrac <br />would then be cancelled. This is also the lowest bid. <br />Mr. McLean asked that the clause 'no mileage charge to be added to these <br />charges, if the vehicle is towed within Lino Lakes or to their shop'. <br />Mr. McLean moved to accept the bid of Auto- Medics as submitted with the <br />understanding that no additional mileage be charged if the vehicle is <br />towed within the City of Lino Lakes or to the base in Lexington. Second- <br />ed by Mr. Jaworski. Motion carried unanimously. <br />Mr. Peter Kluegel gave his report on the building department activities <br />for the last quarter. Building is down about one -half from last year. <br />He pointed out the possibility of several commercial buildings in the <br />planning process. He is also working on the dismatling of some hazardous <br />buildings in the City. <br />North Central Public Service had requested permission for the extension <br />of gas line on Aenon Place in School Subdivision. After some discussion, <br />the general consensus of the Council was there was no problem with this <br />installation. <br />The bids for. , the installation of a diesel fuel tank was discussed. These <br />bids had been obtained by Mr. Volk for use in conjunction with the new <br />truck. There were questions as to the location of the installation and <br />the difference between storing fuel or purchasing from a local dealer. <br />The savings could probably run between 200/300 dollars per year by having <br />the City's own tank. <br />After some discussion, Mr. Jaworski moved to accept the bid of Freidman <br />for the installation of this tank. Seconded by Mr. McLean. Motion <br />passed unanimously. <br />The Council recessed. The meeting was reconvened at 8:45 P.M. The Public <br />Hearing on Wollan's Estates was called to order at that time. <br />Mr. Schumacher presented the plat and some questions in dealing with this <br />plat that had been raised by the Planning and Zoning Board. 1) no <br />traffic circulation; 2) future development of adjacent properties; 3) <br />soils limitations on certain parts of the property. This can be corrected <br />by lot grading and filling and Mr. Gotwald recommended an elevations map <br />for this plat; 4) access to Lake Drive. The Park Board has asked for <br />10.5 acres to be taken from Lots 14 & 15. This acreage would satisfy <br />the Park dedication for Lino Industrial Park also. The necessary right - <br />of -way required by the County ahs been provided. Approval of the Rice <br />Creek Watershed Board is needed. <br />The Engineer said the water table varies in the area and an elevation <br />map would be needed showing where the borings were taken. Basically <br />this is sandy loamy soils with a high water table. The location of the <br />Park paroperty was discussed and the need to have this land in the area <br />of the street in order to provide access. <br />There was no representative from the developer present at this meeting. <br />Mayor Gourley asked for questions from the audience - there was none. <br />
