A July 28, 1980 4 <br />Mayor Gourley asked to have some time to consider these proposals - he <br />said this will be discussed at the next Council meeting. <br />Mr. Jaworski asked if this committee had discussed the pre- existing non- <br />conforming uses and Mr. McGrath said it had heen discussed but <br />ter is <br />nothing in this proposal dealing with that specific problem. <br />Mayor Gourley asked Mr. Locher to look at this proposal for conflict with <br />existing ordinances. <br />The Public Hearing for Shenandoah II was called to order at 8:00 P.M. <br />Mayor Gourley asked Mr. Schumacher for his report on this plat. <br />Mr. Schumacher said this plat is two years ols and both the Planner and the <br />Engineer said they had reviewed this plat at that time and nothing has <br />changed so they have no further comments. <br />This plat had been approved bu both the Planning and Zoning Board and the <br />Council in 1977, but the plat had not been filed and, thus must go through <br />this process. <br />1 <br />Mr. Huberty, representing Glenn Rehbein, presented copies of the plat. IN <br />consulting the plat on file, some discrepancies had been discovered in the <br />land designates as Park property. On one plat, 2.9 acres was designated <br />for parks, on the new plat 2.2 acres was noted, with two extra lots. Mr. <br />Schumacher read the letter from the RCWB noting that a baffle and weir must <br />be installed before any construction can begin. The Planner had suggested <br />a close look be taken on the proposed lands for park purposes in that it is <br />1 <br />low and could prove to be unusable for a park. The Park Board had recommend- <br />ed to accept this land. <br />Mr. McLean noted that the Engineer should date the changes - this had not <br />been done on this plat. He requested Mr. Huberty have this done. <br />Mayor Gourley asked if there was any comments from the audience and Mr. Gary <br />Barott, who is an adjoining property owner, said he would like to take a look <br />at this plat. Mayor Gourley said, since there are some questions on this plat, <br />he felt this hearing would be continued, bu Mr. Barott was welcome to look at <br />what is here. <br />Mr. Schumacher suggested that a list as to what needs to be corrected be <br />noted for Mr. Huberty. 1) the park land must contain 10% of the land, and <br />2) all lots should be noted as a lot or an outlot. Mayor Gourley added that <br />the new ordinance requires the developer to install the street lights and <br />street name signs and the minimum elevations for basements should be establish- <br />ed by the Engineer. The Clerk is to forward a copy of these minutes to the <br />developer. <br />Mrs. Elsenpeter suggested, that if there is a problem in establishing the <br />needed lands for the park, perhaps less land could be taken and a portion <br />of the development of the park be done by the developer. <br />Mr. Kulaszewicz moved to continue this hearing until August 11, 1980 at <br />7:45 P.M. Seconded by Mr. McLean. Motion carried unanimously. <br />Mr. Phil Katzung, from the Metropolitan Housing Authority presented a slide <br />program on the availability of funds for rent assistance for low income, <br />diabled and retired persons. <br />
