COUNCIL MINUTES August 25, 2014 <br />DRAFT <br />46 August 11, 2014 Special Council Session (Fire Station <br />47 Site) Minutes Approved <br />48 <br />49 August 11, 2014 Special Council Session (2014 Budget) <br />50 Minutes Approved <br />51 <br />52 August 18, 2014 Emergency Closed Council Session <br />53 Minutes Approved <br />54 <br />55 Resolution No. 14-94, Off -Sale Liquor and Tobacco <br />56 License for Novaks Liquor Barrel Approved <br />57 <br />58 FINANCE DEPARTMENT REPORT <br />59 <br />60 2A) Authorization to execute a contract with Springbrook Software- Finance Director Rolek <br />61 reviewed his written report requesting authorization to execute a contract with Springbrook Software. <br />62 After issues arose with the previously authorized vendor, staff is recommending this five year contract <br />63 that will include a web portal and on-line payment system for the city's utility customers. <br />64 <br />65 Mayor Reinert noted that staff and the council have planned for this upgrade to the city's financial <br />66 system for some time. Funding is set aside and he's glad to see that staff has drilled down to get the <br />67 best deal for the city. Relative to on-line payments, the council prefers no fees to the customers for <br />68 that service. Council Member Stoesz asked if Public Safety Department fines could be handled on - <br />69 line; Public Safety Director Swenson said that citations are handled by the county or state. Council <br />70 Member Roeser asked about access for council members to information on expenditures and Mr. <br />71 Rolek said that would be available. <br />72 <br />73 Council Member Roeser moved to authorize staff to execute the contract with Springbrook Software <br />74 as requested. Council Member Kusterman seconded the motion. Motion carried on a unanimous <br />75 voice vote. <br />76 <br />77 ADMINISTRATION DEPARTMENT REPORT <br />78 <br />79 There was no report from the Administration Department. <br />80 <br />81 PUBLIC SAFETY DEPARTMENT REPORT <br />82 <br />83 4A) Public Safety Department Update- Public Safety Director Swenson indicated that he will be <br />84 giving updates regularly as the department moves forward on integrating fire services. As history, he <br />85 noted that the council has previously decided to establish a public safety model for the city that <br />86 includes both fire and police services to be fully implemented in January of 2016. Staff has been <br />87 working with experts in the emergency services field on implementation of that model. To date, the <br />88 city has identified an architect and a site for a new fire station. Some site work on that facility is <br />89 anticipated this fall with the facility opening in November of 2015. Staff and council members will <br />2 <br />
