November 24, 1980 <br />The regular meeting of the Lino Lakes City Council was called to order at 7:30 P.M. <br />November 24, 1980 by Mayor Gourley with all Council members pre sent. Mr. Locher <br />and Mr. Schumacher were also present. <br />Mayor Gourley said that the public hearing on the Woodshed /Rocky's North would be <br />delayed for about twenty minutes. <br />The first item on the agenda was consideration of the minutes of October 27, 1980. <br />The Clerk had prepared a exact transcription of the minutes in relation to Mr. McLean's <br />statement. These minutes had been tabled for this purpose. Mr. Jaworski felt that <br />the statement of the Council from the meeting prior were to be consulted for clari- <br />fication. Mr. Jaworski moved to approve the Oct. 27, 1980 as corrected. Seconded <br />by Mr. Kulaszewicz. Motion carried unanimously. <br />The minutes of Movember 10, 1980 were considered. Mr. Kulaszewicz moved to approve <br />as presented. Seconded by Mr. Jaworski. Motion carried unanimously. <br />The consideration of the disbursements was the next item. Mrs. Elsenpeter moved to <br />approve the disbursements . Seconded by Mr. Jawosski. Mr. Kulaszewicz asked about a <br />$100.00 refund - the Clerk explained. Motion carried unanimously. <br />Under Open Mike, there was no one present who wished to speak. <br />Mayor Gourley requested Mrs. Hildur Perez to step forward. Mayor Gourley said that <br />he had indicated to Mrs. Perez on the phone, that this Council was upset by a letter <br />to the Editor written by Mrs. Perez stating that this Council, as a body, had en- <br />dorsed a candidate. He wished to go on record for this Council that they are not in <br />the business of supporting any candidate as a group - individually, they have prefer- <br />ences, as most people do, but at no time did the Council ever take an action from <br />this Council chamber to endorse any candidate nor is any such action ever anticipated. <br />Mrs. Perez said she wanted to go on record as stating that when the Mayor told her <br />so, it was all clear. <br />Mayor Gourley said the apology was noted in the paper and the Council felt that <br />it still left the impression that a part of the Council had supportedhtIhe candidate - <br />it left the impression this Council was taking an action as a group - and this was <br />not the case. Mayor Gourley noted that the originals have been requested from the <br />newspaper office so it can be determined how the letters were edited - if they were. <br />The next item was consideration of applying for a Grant for correcting Regulatory <br />and Warning signs in the City of Lino Lakes. Mr. Schumacher said this is a Federal <br />highway program. An inventory of the signs in the City would be conducted at no <br />cost to the City. Recommendations for additional or replacement signs would then <br />be presented to the Council. These signs may be purchased with 76% of the cost being <br />refunded by the Federal Government through this program. <br />Mr. Jaworski questioned why this had not been done last year and Mr. Schumaeher said <br />that Mr. Volk had indicated this work was to have been done by the Engineers and had <br />not been compjeted. If this work had been done then, the City would have received <br />III <br />90% refund - now the fundable portion is 76 %. Mr. Jaworski asked for an explanation <br />from the Road Superintendent. <br />MOTION <br />Mrs. Elsenpeter moved to instruct the City Administrator to apply for this Grant. <br />
