1 <br />1 <br />1 <br />March 9, 1981 25"z <br />moving in of a building but no work or paper work had been done and this is a refund <br />of his deposit; there was a question on the paper resale - Mr. Schumacher explained <br />that the City purchases paper for the Xerox in conjunction with another office in <br />order to get the best price on the paper and noted this is a reimbursable amount. <br />Mr. McLean moved to approve the disbursements as presented. Seconded by Mr. Jaworski. <br />Motion carried unanimously. <br />Open Mike <br />Mr. George Taylor requested a 90 day extension on his application for a special use <br />permin in order to give him time for alternatives. Mr. McLean moved to table Council <br />consideration of this matter for 90 days. Seconded by Mr. Jaworski. Motion carried <br />unanimously. <br />Mr. Jack Menkveld appeared before the Council to discuss the streets in Forest Glenn. <br />He said that two lots are sold and the persons are ready to start construction, he <br />would like to post a bond for the graveling of this street only in order for these <br />building permits to be issued. <br />The Council questioned the completion date and Mr. Menkveld said this street should <br />be completed in July. Mr. Meister had computed the costs. Mayor Gourley said this is <br />a deviation from the ordinance in that the street must have the gravel base in before <br />a bond will be accepted for the paving. Mr. McLean asked when the base could be in- <br />stalled and Mr. Menkveld said as soon as the road restrictions are lifted. Mr. <br />Jaworski noted that there are only State and County roads and these are 9 ton roads <br />and there should be no problems hauling in gravel for the base. <br />The consensus of the Council was that the existing policy of requiring the base to <br />be in place before building permits are issued will stand. Once that is done then <br />a bond must be posted for the paving of the Street. <br />Mrs. Bernice Juleen representing the Lexington Park Lakeview area in the matter of <br />the sewer proposal for that area. She asked if the Council has made a decision on <br />the use of the Community Development Block Grant Funds and was told that this will <br />be discussed later in the agenda. <br />Mrs. Juleen presented a petition from that area opposing the sewers to the Clerk. <br />Mayor Gourley moved that the Council not spend monies that might be received from the <br />Community Development Block Grant Funds for sewers in the Lexington Park Lakeview <br />area. Seconded by Mrs. Elsenpeter. Motion carried unanimously. <br />Mr. Robert DuFour III - Mayor Gourley asked Mr. Kluegel to explain this situation. <br />Mr. DuFour is in the process of purchasing a parcel of land on Old Birch Street for <br />the construction of a home. In the meantime, he has pulled a mobile home in on the <br />parcel of land without permission. Mr. Kluegel said the family had been living in <br />a chicken coop in Shoreview and the Doctor had told the family they must get their <br />children out of the building. <br />Mr. DuFour noted that he is a carpenter and plans to have the home completed before <br />winter. <br />Mayor Gourley noted that he had a note from a Council member of Shoreview attesting <br />to the problem. He also noted there are two items before them 1) a request for a <br />variance for the transfer of title of the property and 2) a special use permit for <br />the parking of the mobile home on the property. <br />
