March 9, 1981 <br />Mr. McLean noted that the variance must go through Planning and Zoning - on the <br />subject of the special use permit for the parking of the trailer, Mayor Gourley <br />wondered if the 90 days special use permit for the parking of the trailer could <br />not be considered under Ord. # 6Q subject to, 1) building plans submitted and <br />a building permit issued before the next Council meeting, and 2) the 90 days for <br />the trailer permit commence as of March 10, 1981, 3) the County Health Department <br />inspect the premises for sanitary facilities. <br />Mayor Gourley moved that a temporary permit for the parking of the trailer on the <br />property represented by the Certificate of Survey be granted with the stipulations <br />that the plans for the construction of a home be submitted and a building permit <br />be issued by March 23, 1981, that the 90 day period commence on March 10, 1981, <br />that any concerns of the County Health Department be complied with. Seconded by <br />Mrs.Elsenpeter. Motion carried unanimously. <br />The application for the variance must go through the normal process. <br />The Highway #49, sewer proposal that was on the agenda for 7:45 P.M. was discussed <br />at this point in the meeting. Mr. Schumacher asked for a report on the petition <br />that had been received in the office. The Clerk reported that 30% of the signa- <br />tures were in favor of the sewer and 70% were against the sewer project. <br />Mayor Gourley asked if these signatures represented 100% of the property along #49 <br />and the Clerk said she did not know. Mr. Baker, who conducted the drive for the <br />signatures, said the petition represented every person who wanted to sign. The <br />trailer court, one home on 49, one on Laure <br />didn't want to sign. <br />ne and the Superette & Liquor Store <br />Mr. Jaworski moved not to extend the sewer on Highway #49 as proposed but to make <br />sewer available to Mr. Nathe through the Shoreview lines. Mayor Gourley asked Mr. <br />Jaworski to separate his motion for clarification. <br />Mrs. Elsenpeter asked what he meant by "up Highway #49" - Mayor Gourley said the <br />area discussed at the last meeting ended on the South side of the trailer park. <br />Mr. Jaworski reworded his motion to read "not to extend sewers up Highway #49 ". <br />Seconded by Mr. McLean. Motion carried unanimously. <br />Mayor Gourley suggested that..the Engineer be authorized to proceed with this pro- <br />ject. Mr. Jaworski moved to authorize the Engineer to do a feasibility study on <br />the Nathe project. Seconded by Mrs. Elsenpeter. Motion carried unanimously. <br />The 8:00 P.M. Hearing on the Supplemental Assessment roll on the Black Duck Project <br />was called to order at 8:10 P.M. Mayor Gourley asked the Clerk to report on this. <br />The Clerk said that all persons who own property in that area were notified by First <br />Class Mail. Mayor Gourley asked the Attorney if this is proper or should the no- <br />tices be sent by certified mail. Mr. Locher read the State Law pertaining to this <br />matter and certified mail is not required. Mayor Gourley asked the Clerk to cer- <br />tify the mailing list and make it a part of the record. <br />The Clerk reported that the additional interest had been computed on each parcel of <br />land and each owner had been mailed a complete list of the additional amount that <br />would be assessed to each parcel of land that he owns. Mayor Gourley asked the <br />Attorney if this seems complete and Mr. Locher said he had not checked the compu- <br />tations, but it would appear everything had been done properly. <br />1 <br />
