032 <br />COUNCIL MEETING <br />March 24, 1986 <br />Page Four <br />PUBLIC HEARING - CONSIDERATION OF SHOREVIEW SEWER RATE INCREASE <br />The public hearing was called to order at 7:35 P.M. by Mayor <br />Benson. Mr. Schumacher explained the users on this system are <br />charged according to the Shoreview rates and again this year <br />Shoreview has raised its rates approximately 2%. The proposal <br />is to pass the Shoreview rate increase to the users, thereby <br />increasing their rates 2%: <br />Mrs. Apitz, owner of J & K Liquors, questioned why she is paying <br />a commercial rate when she is not required to provide restroom <br />facilities for the public. Mr. Schumacher explained the rate <br />she is being charged was determined by the Shoreview engineer. <br />Mr. Marier directed the City Administrator to contact Shoreview <br />and ask them to inspect Mrs. Apitz' facility and ask for a re- <br />classification. <br />Mr. Marier moved to close the public hearing at 7:39 P.M. Mr. <br />Bohjanen seconded the motion. Motion carried unanimously. <br />Mr. Marier moved to approve the increase in sewer rates as in- <br />dicated in a memorandum to the Council dated February, 1986 and <br />subject to checking Mrs. Apitz' rates with Shoreview. Mr. Boh- <br />janen seconded the motion. Motion carried unanimously. <br />PUBLIC HEARING - 4TH AVENUE INFORMATIONAL HEARING <br />Mayor Benson opened the public hearing at 7:40 P.M. Mr. John <br />Davidson gave the background on why this area is being consi- <br />dered for improvement. Mr. Toddie explained the improvements <br />consist of managing the drainage of the area between Main Street <br />and Lilac Street and upgrading 4th Avenue to MSA standards. <br />Mr. Paul Ruud, Anoka County Engineer, explained the County is <br />proposing to improve Main Street during the summer of 1986 and <br />will be using some of the facilities of this project. <br />Mr. Andy Cardinal explained he is a manager on the Rice Creek <br />Watershed District Board (RCWD) and the District is interested <br />in working with the City and the County to provide a decent <br />drainage for this area. <br />Mr. Marvin Tews - 7919 4th Avenue. Mr. Tews said it appeared <br />to him that the plan as presented will bring all the water into <br />his land. He noted County Ditch #22 was not operational. <br />1 <br />1 <br />1 <br />
