1 <br />1 <br />COUNCIL MEETING <br />March 24, 1986 <br />Page Seven <br />Mr. Marier asked Mr. Willenbring if he has checked with other <br />governments to be sure of the figures he was quoting. Mr. <br />Willenbring said he was positive of his figures. Mr. Marier <br />also said that RCWD has taken the responsibility for ditch <br />maintenance away from Anoka County and does levy ditch main- <br />tenance funds from Lino Lakes residents. Presently maintenance <br />is required on Ditch #22 and he is askineRCWD to take the re- <br />sponsibility of maintaining the ditch and then the City can <br />determine what additional flowage is necessary. <br />Mr. Petrangelo explained that the RCWD is an administrative <br />board and gave details on how it collects $15,000.00 a year to <br />maintain 122 miles of ditches in various municipalities. He <br />also explained that RCWD has used some of these maintenance <br />funds to review the problem in the area of Ditch #22 and have <br />made a determination on how the problem can be rectified. Mr. <br />Petrangelo said he would go on record to support a partial cost <br />of the repair of this ditch once the final cost is determined. <br />The RCWD is interested in getting the drainage problem solved <br />and Mr. Petrangelo also wanted it known this would not be a <br />cheap project. He also indicated the petition for improvement <br />could come from either the affected property owners or the City <br />Council. Once the petition is received, the final cost will be <br />determined. At this point RCWD has not received a formal pe- <br />tition. Mr. Schumacher outlined what had happened regarding <br />petitions and resolutions to this point. <br />Mr. Reinert asked if the RCWD receives a petition and determines <br />the cost of the project do they. then assess the property owners? <br />Mr. Willenbring explained that is the case, the RCWD would re- <br />ceive the petition, determine the cost of the improvement, conduct <br />a study to determine who the benefited property owners are, call <br />a public hearing, determine what the County will pay and what <br />the RCWD will pay, and if there is a balance then this could be <br />assessed to the property owners. <br />Mayor Benson asked Mr. Petrangelo if he could give an estimate of <br />how much the RCWD could commit to. Mr. Petrangelo said he felt <br />it would probably be more than a tenth, probably even one - fourth. <br />A gentleman asked for a cost estimate for improving Ditch #22. <br />Mr. Petrangelo said they only have very preliminary information <br />at this point, but this information would be available in plenty <br />of time. <br />Mr. Alan Robinson who owns the sod farm north of Main Street <br />told the Council his family cleaned the entire length of Ditch <br />#22 from Main Street to 35W in 1951 for a cost just over $20,000.00. <br />The ditch next to Mr. Tews was not cleaned at that time.
