034 <br />COUNCIL MEETING <br />March 24, 1986 <br />Page Six <br />Mrs. Julie LeBlond - 7865 4th Avenue asked if costs can be <br />discussed tonight as well as methods of payment for this im- <br />provement. Mayor Benson explained that the plans have not <br />yet progressed that far. Costs are still being determined as <br />well as how much Anoka County and RCWD will share in these <br />costs. <br />Mr. Donald Shackle - 7961' 4th Avenue told the Council he has <br />some ponds on his property and when they get high they drain <br />south. Mr. Toddie explained that RCWD has looked at the ponds <br />and has determined that they are beyond the limits of this pro- <br />ject. <br />Mr. Pete Willenbring, Engineer for the RCWD, explained that he <br />has completed a capacity analysis of Ditch #22 and has deter- <br />mined that the ditch would be inadequate to handle the proposed <br />project. He noted that the RCWD would be willing to respond to <br />petitions for a repair and improvement project. <br />Mr. Willenbring further explained the history of the Ditch and <br />told the Council the Ditch actually belongs to the people who <br />originally constructed it. <br />Mr. David Allen - 7830 Lois Lane asked how do you determine <br />who is benefited by this project. Mr. Willenbring explained <br />it is the RCWD theory that an improvement to the ditch is <br />necessary to effectively drain the area. A study would be <br />made to determine who is benefitted. <br />Mayor Benson was asked if the City has petitioned RCWD to im- <br />prove Ditch #22. Mayor Benson explained the City has not yet <br />petitioned because the City is not sure how RCWD is viewing the <br />project. Mr. Willenbring said the RCWD has done some calculations <br />on the ditch to determine what capacity is needed. By using in- <br />formation supplied by the City Engineers it was determined the <br />Ditch would require a capacity of 80 to 90 cubic feet per second <br />(CFS). In its present condition it can handle approximately five <br />to eight CFS. <br />Mr. Willenbring said the RCWD has some very limited funds avail- <br />able to clean out obstructions. However, the RCWD has determined <br />just cleaning out the obstructions or even returning the ditch <br />to its original configuration will not provide the needed capacity. <br />The RCWD has determined a petition for improvement is required. <br />Mayor Benson asked if some of the waterways maintenance funds <br />could be used in this area. Mr. Willenbring explained Lino <br />Lakes has contributed under $4,000 in the last ten years to this <br />fund and that much alone has already been expended for the studies <br />conducted on Ditch #22. <br />1 <br />
