056 <br />Page Two SPECIAL COUNCIL ¥ "LF.TINC <br />April 21, 1986 <br />Al Santo, 1573 LaMotte Road - PIN 22- 31 -22 -41 -0006 Mr. Santo <br />told the Council the estimated market value of his home went from <br />$60,000 in 1984, $68,900 in 1985 to $70,300 in 1986. He was <br />concerned about the large increase in value for 1985. He felt <br />the value of $70,300 was too high for a house that is 16 years <br />old and is in need of repair. <br />Mrs. Roisum explained she has refigured the estimated market <br />value of this property and when Mr. Santo was still not satisfied <br />the County Assessor appraised the property in 1985 and that value <br />was determined by him. The 1986 increase was an overall County- <br />wide increase. Mrs. Roisum also said the property was given a <br />thirteen year depreciation for 1986. <br />Mr. Santo was most concerned about the large increase in value <br />in 1985. He tried to get a reason from the County appraiser <br />who appraised his property, however, that person no longer works <br />for the County. He felt it was unfair that he could not get an <br />explanation. <br />Mr. Starkey said he would pull Mr. Santo's file and go over the <br />appraisal. If it looks out of line he will go over the property <br />again. <br />Mr. Reinert felt that this may be an unusually large increase for <br />one year. Mr. Starkey explained when the property was reappraised <br />the appraiser may have found something that was originally over- <br />looked such a completely finished basement. <br />Mr. Santo explained that he felt the increase in property values <br />were unjust and wanted to protest especially when the house <br />needed upkeep. <br />Mrs. Roisum explained she had looked at the values of similar <br />homes in this area apd Mr. Santo's home was within this range. <br />Mayor Benson asked if you assume -the house has not been cared <br />for, could appearances cause the value to decrease. Mr. Starkey <br />said the appraiser looks for structural defects. Lack of main- <br />tenance will not lower the value. <br />Mr. Starkey explained that allproperty is reevaluated every four <br />years. In the past seven to eight years, the entire County has <br />been running 92.9% of actual market value. Lino Lakes has been <br />running 92.3% of actual market value. <br />Mr. Starkey will review the appraiser's file for Mr. Santo's <br />property and then he will get together with "Mrs. Roisum and then <br />Mr. Santo. <br />Mr. Bisel moved to adjourn at 7:47 P.M. Mr. Bohjanen seconded <br />the motion. Aye. <br />Mr. Marier asked why ag land values were raise'. Mr. Starkey <br />said only green acre values were raised. "rs. Roisum said she did <br />increase any ag land values for 1986, payable 1987. <br />
