Mr. Toddie said <br />it would be- very - difficult. <br />Several members of the audience had questions: does the proposed <br />rezone restrict itself to the 4th Addition only. Mayor Benson <br />said yes. <br />Comment: If this area is rezoned it will be °inconsistent with <br />the zoning in the surrounding area. Mr. Reinert explained had <br />the area been properly zoned and had it been properly developed <br />the problems now being heard would not exist. <br />Comment from Resident: Would it be wise to rezone a track that <br />has drainage. problems, shouldn't the- water - problem be. :resolved <br />before it be rezoned? Mr_ - ,Toddie. explained that the developers- - <br />plan did not create a flood problem. <br />CONSIDERATION OF AUTHORIZING THE 4TH AVENUE IMPROVEMENTS AND WATER <br />DRAINAGE -t PROJECT - RESOLUTION #12 - 86 <br />Mr. Schumacher explained that Mr. Hawkins has prepared a petition <br />on the repair of Ditch #22 and it has been submitted to RCWD. <br />097 <br />At the last Council Meeting, Mr. Toddie presented a cost of $29,000 <br />to clean Ditch #22. RCWD asked for Mr. Toddies calculations and <br />nave reviewed them and agreed to pay approximately 1/3 of this cost. <br />RCWD has asked the City to apply for the permits to do this clean- <br />ing. <br />Mr. Schumacher explained the costs of the total 4th Avenue Improve- <br />ment, Ditch #22 cleanout project. He has estimated there are 57 <br />lots affected by this project and has estimated an assessment of <br />$500.00 per lot will be needed as well as MSA funding, RCWD ana <br />Anoka County funding. <br />Mr. Marier moved to approve Resolution #12 - 86 and the 4th Avenue <br />Improvement, Ditch #22 repair project with Anoka County and RCWD <br />paying 1/3 each of the ditch repair. Mr. Bohjanen seconded the <br />motion. The Clerk read the resolution. <br />Mr. Gordade asked if there are cost over runs on this project who <br />will pay? Mayor Benson said he would wait for the bids to determine <br />this. <br />Mrs. Alma Nichols of Bluebill Lane explained the problem she is <br />experiencing because of inadequate drainage. Mr. Kluegel will <br />followup to determine if there is some one planning to build on <br />this street without a permit. <br />
