140 <br />COUNCIL MEETING <br />July 28, 1986 <br />Page Two <br />Hospital was not entering into this project for financial gain <br />but to provide better benefits to the people in this area. How- <br />ever, both Centerville and Lino Lakes would have to use District <br />Memorial Hospital EMS to make the operation financially feasible. <br />Mr. Matson told the Council that all equipment used for this ser- <br />vice must be licensed by an agency of the Minnesota Health De- <br />partment. Their guidelines apply to both equipment and personnel <br />and all must meet the same criteria. <br />Presently if an emergency call is received by 911 for the area north <br />of Main Street, 911 notifys Health Central and they in turn notify <br />District Memorial Hospital. Mr. Matson is requesting that if a <br />base is established in Lino Lakes that the Council mandate all EMS <br />be dispatched to District Memorial Hospital. If after a period of <br />operation, Circle Pines, Lexington or the east portion of Blaine <br />is interested in the District Memorial service, this could be fur- <br />ther investigated. <br />Mr. Al Ross noted that Lino Lakes has in the past supported Dis- <br />trict Memorial Hospital through tax levies and asked if the citi- <br />zens would be supporting this EMS. Mr. Matson explained the ser- <br />vice would be self supporting. He also explained that the ambulance <br />must take the patient to the hospital of their choice unless they <br />are in a life threatening situation. <br />Mr. Marier asked if there were any objections from Centennial Fire <br />District to leasing space in the new fire hall to District Memorial <br />Hospital. Mr. Andy Neal explained the remodeling of the building <br />includes space for this service. <br />Mr. Neal told the Council there will be helicopter service available <br />to District Memorial EMS. This service is proving very valuable. <br />Mr. Neal pointed out a Centennial Fire District cost savings of ap- <br />proximately $11,000 if the base is established in Lino Lakes. The <br />Fire Department would not be taking rescue calls. <br />Mayor Benson thanked Mr. Matson for coming tonight and asked Mr. <br />Schumacher to put together all the information received tonight and <br />to determine if Centerville agrees with this concept and then the <br />Lino Lakes Council will make a decision. <br />CONSIDERATION AND APPROVAL OF RESOLUTION #18 -86 REQUESTING INFORMATION <br />FROM WILLIAMS PIPELINE COMPANY AND ASSISTANCE FROM APPROPRIATE REGU- <br />LATORY AGENCIES <br />Mr. Schumacher explained he had met with the Managers of the Cities <br />of Circle Pines, Shoreview and Blaine and discussed the disaster in <br />Moundsview.
