COUNCIL MEETING <br />July 28, 1986 <br />Page Three <br />Resolution #18 -86 was proposed. It was noted that similar reso- <br />lutions are being considered by these other Cities as well as <br />Ramsey County. <br />1 <br />Mr. Al Ross asked that the natural gas companies mark their lines <br />in some manner to avoid broken lines as was experienced several <br />weekends ago. <br />Mr. Marier moved to approve Resolution #18 -86. Mr. Reinert seconded <br />the motion. Motion carried unanimously. The Clerk read the Resolu- <br />tion. <br />CITY OF LINO LAKES <br />RESOLUTION #18 - 86 <br />A JOINT RESOLUTION REQUESTING INFORMATION FROM THE WILLIAMS PIPE- <br />LINE COMPANY, AND ASSISTANCE FROM APPROPRIATE REGULATORY AGENCIES. <br />WHEREAS, The Williams Pipeline Company as managed out of 2500 <br />39th Avenue N.E., Minneapolis presently operates an <br />underground pipeline system which runs through the <br />communities of Lino Lakes, Shoreview, Blaine and Cir- <br />cle Pines and <br />WHEREAS, Through its underground pipeline is transported volatile <br />petroleum products such as unleaded gasoline, fuel <br />diesel, crude and refined oil, and <br />WHEREAS, The Communities of Lino Lakes, Shoreview, Blaine and <br />Circle Pines recognize the transportation of these <br />products as a potentially hazardous situation as was <br />demonstrated in the July 8, 1986 tragedy in Moundsview, <br />Minnesota, and <br />WHEREAS, The Communities of Lino Lakes, New Brighton and Cir- <br />cle Pines have experienced broken lines and /or spills <br />in recent years, and <br />WHEREAS, The Communities of Lino Lakes, Shoreview, Blaine and <br />Circle Pines with like systems to that of Moundsview <br />feel the best way to avert a similar situation is to <br />develop a closer understanding of pipeline operations, <br />maintenance and safeguards. <br />NOW THEREFORE BE IT RESOLVED: <br />1. That the Communities of Lino Lakes, Shoreview, Blaine <br />and Circle Pines do hereby request from the Williams <br />Pipeline Company information regarding pipeline main- <br />tenance policies, operating safeguard standards, <br />141 <br />
