1 <br />1 <br />1 <br />COUNCIL MEETING <br />August 25, 1986 <br />The regular meeting of the Lino Lakes City Council was called to <br />order at 7:04 P.M. by Acting Mayor Reinert. Members present: <br />Marier, Bisel, Bohjanen, Reinert. Members absent: Mayor Benson. <br />City Attorney, Bill Hawkins, Engineer, Ron Stallberg; Building <br />Inspector, Pete Kluegel; Administrator, Randy Schumacher and Clerk - <br />Treasurer, Marilyn Anderson were also present. <br />CONSIDERATION AND APPROVAL OF MINUTES <br />Mr. Marier moved to-approve the minutes of August 11, 1986 as pre- <br />sented. Mr. Bohjanen seconded the motion. Motion carried unani- <br />mously. <br />CONSIDERATION AND APPROVAL OF DISBURSEMENTS <br />Mr. Bohjanen moved to approve the Disbursements as presented. Mr. <br />Bisel seconded the motion. Motion carried unanimously. <br />OPEN MIKE <br />No one appeared under Open Mike. <br />CONSIDERATION OF ADDING THE NORTHERLY SIX LOTS ON SUNSET ROAD TO <br />BLAINE PROJECT <br />Mr. Schumacher explained he has talked to the Blaine City Engineer <br />who said the south two lots could be hooked up to Blaine without <br />street reconstruction so that the charge would be approximately <br />$4,200.00 as the southern portion of the project. However, the <br />'our northern lots could cost about $10,000.00 since there is not <br />enough room to put both water and sewer on one.side of the street <br />and therefore the water utility would be placed on the west side <br />of the street and services would be jacked under the street. <br />The residents of the northerly six lots had asked if there was <br />,assistance available to help the unemployed and senior citizens <br />pay the assessment. Mr. Schumacher explained the City Council <br />could pass an ordinance deferring payment of assessments for sen- <br />ior citizens. However, there is no assistance for unemployed <br />residents. <br />Mr. Swanson asked when the deferred assessments would be due and <br />it was explained when the property changed ownership. Mr. Hawkins <br />explained that when the Council passes an ordinance they must set <br />income standards. <br />The question as to how many years would the residents have to pay <br />the assessments was answered by Mr. Schumacher explaining that <br />Blaine is expecting Lino Lakes to pay the northerly six lots con- <br />nection fee at the time of installation. The Council could bond <br />for this installation and assess the property owners over a ten year <br />period. <br />169 <br />
