Mr. Boh- <br />janen seconded the motion. Motion carried unanimously. <br />E. Ordinance *06 -86, First Reading (Text Amendment, Car Wash) - <br />Mr. Kluegel introduced this proposed ordinance and told the Coun- <br />cil this cnange was initiated bya request to build a car wash fa- <br />cility on the northwest corner of 35W and Lake Drive. The area <br />is zoned General Business and car washfacilities were not accept- <br />able uses in this zone. If this ordinance is adopted car wash <br />facilities will be acceptable on a conditional use permit basis <br />in all General Business zones. <br />Mr. Bisel was concerned since this establishment will use a septic <br />system,what will happen to the grease and oil. Mr. Kluegel ex- <br />plained that a waste separator would be installed. Mr. Stallberg <br />told the Council the trap on the waste separator would need to be <br />cleaned periodically and this should be inspected. <br />Mr. Marier was concerned about the traffic in the area. <br />After further discussion, Mr. Bisel moved to send this item back <br />to the Planning and Zoning Board requesting a traffic count to <br />determine the impact the car wash may have on traffic flow in <br />this area, a detailed separator system be explained so that the <br />Council will have an understanding of the environment impact on <br />the City, answer to the question: is this the right spot to <br />locate a car wash, impact on taxes and any benefits for this City. <br />Mr. Marier seconded the motion. Motin carried unanimously. <br />The first reading of this Ordinance was not presented at this <br />time. <br />F. Paul Wolters - Set Public Hearing for Conditional Use Permit <br />Amendment (Building Addition) September 22, 1986, 8:45 P.M. - <br />Mr. Bohjanen moved to set the hearing as requested. Mr. Bisel <br />seconded the motion. Motion carried unanimously. <br />G. Sign Ordinance Policy - Mr. Kluegel noted that this item had <br />been brought before Council previously and had been sent back to <br />Lhe Planning and Zoning Board for further study. The Planning <br />and Zoning Board has returned this to the Council stating they <br />feel it should have a six month trial. The major points of the <br />sign proposal are; no annual fee unless sign falls into disrepair <br />and needs further inspection, portable sign standards and temporary <br />sign designations. <br />Mr. Bohjanen moved t <br />7 to try the proposal of July 11, 1986 for a six <br />month period.
