184 <br />SPECIAL JOINT MEETING <br />Council, Comp. Plan Task Force <br />August 27, 1986 <br />City Administrator, Randy Schumacher called to order the special <br />meeting between the Lino Lakes City Council and the Comprehensive <br />Plan Task Force at 7:10 P.M, Wednesday, August 27, 1986. He ex- <br />plained that the purpose of the meeting is to discuss the present <br />status of the comprehensive plan review, the building standards <br />recently proposed by the Planning and Zoning Board, and the issue <br />of Rice Lake Estates R -7 zone and manufactured homes. <br />Attendees: Council: Mayor Benson, Councilmen Reinert, Marier, <br />Bisel. <br />Task Force (includes P & Z Boardmembers): Klaus, <br />Prokop, Nelson, Averbeck, McLean, Doocy, <br />Joyer. <br />Others: Kluegel, Building Official; Schumacher, City <br />Administrator; Wuornos, City Planner; Foster, <br />Secretary; Several citizens in audience. <br />COMPREHENSIVE PLAN <br />Mr. Wuornos explained that the comp plan task force has been directir <br />he and Mr. Johnson, the City Planners, as to what research is needed <br />to update the comp plan for the City. To date extensive research <br />has gone into this project with regard to comparing the existing <br />zoning of the city versus the zoning in the comp plan; soil and <br />water constraints; growth pressure; appropriate collector street <br />systems, etc. <br />The Comp Plan Task Force budget has been exceeded to date for this <br />project. The Task Force is requesting that the City Council author- <br />ize necessary money for planner fees in order to complete their <br />efforts. Currently the status of the project is that it is to the <br />point of decision making on policies regarding densities, sewer <br />extension and facilities and phasing of residental development. <br />The consultants' efforts for the remainder of the comp plan update <br />involve the preparation oftext revisions, graphics, and draft <br />document. The estimated cost for completion of this project is <br />12,DUO - $3,000 per R. L. Wuornos & Associates (see 8/19/86 memo). <br />Mr. Schumacher asked whether this figure would include the final <br />documents and -text necessary to actual amend the comp plan. Mr. <br />Wuornos answered yes. Mr. Schumacher stated that City Charter re- <br />quires that any department that exceeds their budget must have <br />Council approval and the Council authorization to amend that budget <br />Mr. Reinert stated that he appreciates the efforts of the task forc <br />members, and feels that the responsibility for the cost overrun on <br />this project lies with the planning consultants. If the Council <br />were to authorize the money necessary to complete the project, the <br />planner fees involved would be nearly double the original estimate. <br />Mr. ; Wuornos said that part of the reason for this overrun is that <br />certain research needed to be completed for Met Council regardir,7 <br />1 <br />
