1 <br />COUNCIL WORK SESSION MARCH 9, 1987 <br />situation and then leave and this leaves the bill for the surrounding <br />property owners. He felt if the surrounding property develops, then <br />they should share in the costs. <br />Mr. Stahlberg noted that there are undeveloped lots in Shenandoah and <br />Lakes Additions and asked if these lots could be assessed for the <br />proposed tower facility. He explained other communities help finance <br />this facility with water revenue and connection fees. It would be <br />possible to also use connection fees for this situation. <br />Mr. Stahlberg explained Page Seven, Section VI. This would be an <br />establishment of a "sinking fund ". Mr. Stahlberg also explained the <br />ENR cost index. He also suggested adding highway crossings to the <br />first paragraph in Section VI and VII. <br />Mayor Benson asked Mr. Stahlberg to review the items discussed tonight <br />and then present his total package to the Council. Mr. Stahlberg said <br />he will run his proposals nassf?d Pon Lanness. City Fiscal F,,r <br />his suggestions. <br />Mr. Reinert asked that Page Four, Section IV be spelled out in more <br />detail. For instance, what will happen when a developer comes into <br />the City and develops and area on an established street and the street <br />breaks up because of the abuse of the developer. Presently the entire <br />City bears the cost of fixing that street. <br />I Mr. Stahlberg asked that agenda Items 7 through 10 be placed on a <br />future agenda possibly in two weeks.
