002 <br />COUNCIL WORK SESSION MARCH 9, 1987 <br />Mr. Stahlberg suggested looking at a location within the County Park <br />for a tower location and the County could help pay for the facility <br />instead of installing a new system of their own. Mayor Benson asked <br />that he look at this suggestion with the County. <br />On the matter of financing this facility, Mr. Bisel asked if there <br />were any outside monies available. Mr. Stahlberg said no. Mr. Marier <br />said since interest rates are very favorable this may be the best time <br />to set up service for the entire area since piece meal installations <br />only drive the costs up. Mr. Stahlberg explained the game plan is to <br />do all of the planning now and build off of the plan. <br />On the matter of locating the tower, Mr. Stahlberg said he could feed <br />information into his computer and determine where the weak spots are <br />in his plan and find out what happens when you move the tower <br />locations to different areas. He noted the politics in this matter <br />such as where do you get the land. The Council asked Mr. Stahlberg to <br />look at three possible areas for the tower; 1) County Park (Kelling <br />knoll); 2) Country Lakes Park; 3) area near 12th Avenue and Birch <br />Street. Mayor Benson suggested that we may want to put the tower in <br />the County Park even if the County does not want to share the costs. <br />This location may serve the entire municipal water service area in <br />Lino Lakes and no other tower will be required. Mr. Stahlberg said <br />the computer may say it is cheaper to build two towers. <br />Mr. Stahlberg outlined the new MUSA boundaries and suggested that the <br />Council may want to update the Planning and Zoning Board regarding the <br />changes and the reasoning for them. <br />PUBLIC IMPROVEMENT FINANCING POLICY - LETTER DATED FEBRUARY 18, 1987 <br />Mr. Stahlberg reviewed his letter of February 18, 1987. He noted that <br />Page Two deals only with developed areas. Page Three deals with new <br />subdivisions or undeveloped areas. He suggested that when new <br />proposals are considered, that adjoining property also be looked at to <br />see what the impact will be on them. He noted that the City Code <br />should be updated to include these additional requirements: grading <br />plan, minimum basement floor elevations and soils investigation. <br />There was discussion of area assessments. Mr. Stahlberg suggested <br />that since the pipes to Mr. Uhde's development will be oversized to <br />accomodate future growth, the surrounding area could receive an area <br />assessment. Mayor Benson said this could be a problem. Mr. Stahlberg <br />explained that in Andover oversized pipes are financed by trunk sewer <br />or water connection fees plus inflation factors. In this manner the <br />surrounding area is not assessed until it develops. Mr. Marier said <br />he could not go along with assessing anyone who has not petitioned for <br />services.
