1 <br />1 <br />1 <br />COUNCIL WORK SESSION MARCH 23, 1987 <br />4 Work Session of the Lino Lakes City Council was called to order by <br />Mayor Benson at 5:50 P.M. Council Members present: Marier, Bisel <br />Bohjanen, Reinert' City Engineer, Ron Stahlberg; Public Works ` <br />Director, Don Volk; City Administrator, Randy Schumacher and Clerk - <br />Treasurer, Marilyn Anderson were also present' <br />City Assessor - Mr' Schumacher told the Council he has invited Mrs <br />Roisum, former City Assessor to appear tonight to answer questions the <br />Council may have regarding this position. He also noted that he had <br />received a letter from the County Assessors office stating that this <br />office would preform the 1987 assessment for this City for $13,093.00. <br />Mrs' Roisum noted that this is just for the assessment and would not <br />' <br />include other services that the Council may need such as certain <br />investigations, public information and assistance for tax increment <br />financing. <br />Mr' Mnrier asked Mrs' Roisum why the value of farm land in Lino Lakes <br />increased this year when it is commonly known that the value of farm <br />land throughout the state has declined' Mrs' Roisum explained that in <br />the metro seven county area, farm land also is valued by the potential <br />use for development. <br />There was discussion about the service provided by the County and the <br />lack of cooperation or rapport` as well as the problem the County <br />seems to be having between its own departments. <br />Mayor Benson asked Mrs' Roisum what her recommendation would be for <br />assessor services for Lino Lakes. She explained because of the many <br />things that are happening in Lino Lakes a city assessor would be the <br />most effective way to go' She also noted that there are people in the <br />field that would do a good job for Lino Lakes. <br />Mayor Benson thanked Mrs. Roisum for attending this evening' <br />Ron Stahlberg - Comprehensive Water Study - Mr' Stahlberg explained <br />that three locations for a water tower had been considered during the <br />March 9th Work Session' The Country Lakes Park site and the 12th <br />Avenue site appear to be the best sites and explained that possibly <br />the 12th Avenue Site could service the entire urban service area <br />Later a second tower would be needed to service the area north n' ' 35W <br />and Lake Drive' <br />Sizes and costs of water towers were discussed. Mr' Stahlberg <br />explained that if the 12th Avenue site were chosen, he would recommend <br />a one million gallon tank and the oust would be approximately $900,000 <br />plus the costs of the water mains and well' This tower could service <br />Page 1 <br />
