026 <br />u ��» <br />COUNCIL WORK SESSION MARC H 23, 1987 <br />approximately 10,000 residents' It is his recommendation that both of <br />the current city wells tie into this tower. Since he predicts that <br />there will have to be services for approximately 23,000 residents, <br />there will have to be another tower located near 35W' <br />There was discussion regarding funding this installation. Mr' <br />Stahlberg suggested that a plan be formulated to include connection <br />charges, user charges and an explanation that this service will save <br />the home owner approximately $100 per year on their homeowners <br />insurance Mayor Benson asked what would happen if there is no major <br />development in the next few years' How will the funding be handled? <br />Mr' Stnhlberg explained it may be hard for the first few years but <br />eventually a reserve account will be established. He also noted as <br />more connections are made the fund will quickly grow. <br />Mr' Marier asked if Mr' Stahlberg had considered the facility at the <br />prison as possibly becoming part of the Lino Lakes system' Mr' <br />Stmhlberg said he had not investigated the facility but felt that it <br />was too small to be of value and to upgrade it would be costly. <br />Mayor Benson asked Mr' 5t8hlberg to provide the Council with figures <br />on one tank with connections to both City wells' <br />Mr ' Stohlberg provided the Council with h an d ou t s showing projections fnr future connections to the sewer and water systems. <br />There was <br />discussion regarding assessing new users for the cost of the system <br />and charging present users a user charge to help pay for their added <br />services. Mr' Mnrier said he 'wanted it clear that if a home owner has <br />already paid for a facility they were not going to be asked to pay for <br />it again' Mr' Stahlberg explained that the plan would be for the <br />present users to pay for only the additional. services. <br />Public Improvement Financing Policy - Mr' Stahlberg noted that he has <br />made revisions to this policy and has addressed control on developers <br />who do install their own facilities as opposed to the City bonding and <br />obtaining bids. <br />Mr' Stmhlberg will obtain estimates as the Council has requested <br />tonight for the next Council meeting' <br />The Work Session adjourned at 7:10 P.M. <br />Page 2 <br />Approved this 23rd day of March, 1987. <br />114: - /�� <br />ILY G.
