COUNCIL MEETING <br />4 <br />n G. <br />APRIL 27, 1987 <br />095 5 <br />Anderson, Clerk-Treasurer <br />enj a <br />enson, Mayor <br />Resolution No. 20 - 87, Accepting Ash Street Sewer and Water Bids. <br />Mr. Stahlberg explained that bids were received today for this project <br />and he said that at this time it appears that Lessard -Nyren Utilities <br />with a bid of $53,921 is low bidder. However, he asked for further <br />time to study the bid. Mr. Bisel moved to table this resolution until <br />the next council meeting. Mr. Bohjanen seconded the motion. Motion <br />carried unanimously. <br />Revised Addendum to Joint Powers Agreement, 80th Street - Mr. <br />Stahlberg explained that most of the cost of this project will be <br />covered by bridge bond funding. It has been agreed that Anoka County <br />will do the engineering since this will become a county road when the <br />project is completed. He noted the basic difference in this Addendum <br />is that the cost of hay /straw bales has been shifted from <br />participating to non - participating and sixty (60) hours of dragline <br />work has been added to non - participating. Mr. Marier moved to approve <br />the Revised Addendum to the Joint Powers Agreement, 80th Street. Mr. <br />Bisel seconded the motion. Motion carried unanimously. <br />ATTORNEY'S REPORT - BILL HAWKINS <br />e•uest for Charitable Gamblin• License Rice Creek Trail Association <br />- Mr. Hawkins explained that the City does not have any regulations <br />regarding gambling as explained in the memorandum from the Clerk. <br />Mayor Benson asked if Chief Campbell had a problem with this <br />application since the gambling will be conducted at Frankies-on-the- <br />Lake. Chief Campbell said he did not. Mr. Hawkins told the Council <br />that if they were concerned about the number of requests for licenses <br />the Council could narrow the requirements thereby controlling the <br />number of licenses and the location. After further discussion it was <br />decided that gambling operations only do well in clubs operated by the <br />license holder and this fact may hold down the number of license <br />requests. <br />CONSIDERATION OF CHIEF CAMPBELL'S RECOMMENDATION FOR HIRING OF A NEW <br />POLICE OFFICER <br />Chief Campbell explained that he is recommending that former part time <br />officer William Hammes be hired as a full time officer. He feels Mr. <br />Hammes is an excellent candidate because of his qualifications, <br />because he worked in the City for three and one half years and because <br />PAGE 11 <br />
