091 <br />COUNCIL MEETING APRIL 27, 1987 <br />Ilosner- Goertz, 454 Lilac Street, Building Addition to Present <br />Building- Mr. Kluegel explained that Mr. Goertz plans to make two <br />additions to his building and then the entire building will be rented <br />with an option to buy by Advance Printing. The Planning and Zoning <br />Board had recommended approval subject to the following conditions: <br />1) the driveway surface and parking areas follow the ordinance <br />including a durable and dustless surface in the rear forty feet south <br />of the building and terminating at the loading dock, 2) the remainder <br />of the back yard be seeded for grass, 3) no exterior storage be <br />allowed on site other than parking of business vehicles. The present <br />use of the building is by the current owner who plans to relocate. <br />Mayor Benson asked why Mr. Joyer of the P & Z Board voted against the <br />motion. Mr. Kluegel explained he was concerned about the requirement <br />for a blacktop area in the rear of the building. Mr. Goertz from the <br />audience felt this requirement could hamper future expansion of the <br />building. Presently the area is limerock. <br />After further discussion, Mr. Marier moved to approve the application <br />and the recommendations of the P & Z Board. Mr. Bohjanen seconded the <br />motion. Motion carried unanimously. <br />Site and Building Plan Review (New Building, 448 Lilac Street) - Mr. <br />Goertz has requested a revision of the mini storage building on Lilac <br />Street to house his construction company and for a warehouse area. He <br />would be shutting off all of the large bay areas and bricking up the <br />front. Mr. Bisel moved to approve application No. 87 - 08 per the P & <br />Z Board's recommendations. Mr. Reinert seconded the motion. Motion <br />carried unanimously. <br />Conditional Use Permit Request for Exterior Storage - Set Publics <br />Hearing for May 26, 1987, 7:30 P.M. - Mr. Kluegel explained that Mr. <br />Goertz is requesting exterior storage at the above building and this <br />requires a conditional use permit. Mr. Marier moved to set this <br />public hearing. Mr. Bisel seconded the motion. Mr. Goertz asked why <br />a hearing was required. Mr. Kluegel explained that it is a <br />requirement of the city code. Mr. Goertz said he did not have to have <br />a hearing when his current construction office was built. Mr. Kluegel <br />said'that was a requirement then and he was sure a hearing was held. <br />Mr. Goertz was concerned because this would mean a delay in his <br />building plans and he has already spent three months trying to get <br />this approved. Mayor Benson said that his application was dated March <br />and this is only April so that it has not taken three months to go <br />through the City requirements. He felt the City was as expedient as <br />possible in this case. <br />Voting on the motion, motion carried unanimously. <br />II PAGE 7 <br />
