WAYS AND MEANS COUNCIL MEETING MAY 11, 1987 <br />The Ways and Means Council meeting was called to order by Mayor Benso <br />at 6:05 P.M. by Mayor Benson. Members present: Marier, Bisel, <br />Bohjanen, Reinert. Members absent: none. City Administrator, Randy <br />Schumacher and Clerk- Treasurer, Marilyn Anderson were also present. <br />Mayor Benson stated the purpose of the meeting is the continuation of <br />employee evaluations. He summarized the previous meeting of the Ways <br />and Means Committee meeting. <br />Mr. Schumacher noted he had sent a memorandum to the Council since the <br />last meeting. The first portion of the memorandum deals with the <br />percent of increase for Chief Campbell. Mr. Schumacher had calculated <br />a 6% increase in salary, however the percent is actually 5 %. The <br />second part of the memorandum requested that the Council call him or <br />write him a note if they wanted additional information for specific <br />employees. No calls or notes were received from the Council. <br />Mr. Reinert questioned Mr. Volk's evaluation regarding his <br />performance. He had thought Mr. Volk was one of the better employees. <br />Mr. Schumacher noted that those comments were directed toward his <br />performance in mid 1986. That was almost a year ago. He has some <br />personal interests that did detract from his work but since this was <br />brought to his attention, the situation has been rectified. <br />Mr. Reinert asked in terms of total employee availability of an <br />employee, particularily those who are department heads, there are <br />several who do not live close to work and if something did come up it <br />would not be easy to get here. He asked if this was a factor in <br />employee evaluations. Mr. Schumacher said this was not a factor. It <br />would be if the department head were involved in life and death <br />situations. Mayor Benson asked if it were a good practice to keep <br />department heads close to the job. Mr. Schumacher said he did not see <br />a problem, the biggest concern is that when there is a night meeting, <br />that particular department head cannot go home for dinner and return <br />in time for the meeting. However, this does leave some quality time <br />for that department head to get something accomplished between the <br />regular work hour and the meeting. Mr. Schumacher noted that state law <br />is very specific in that the City cannot require that an employee live <br />within the corporate boundry. <br />Comparable Worth was discussed. Mr. Marier said one problem he has <br />with this requirement is that it requires that the City pay for a <br />particular job. It does not provide an incentive to do a good job <br />since you will get paid what the job is worth. Mr. Bisel said he was <br />still having a problem with the concept.
