1 <br />1 <br />1 <br />105 <br />COUNCIL MEETING MAY 11, 1987 <br />budgeting must be dealt with. Mr. Bohjanen seconded the motion. <br />Motion carried unanimously. <br />Mr. Hawkins noted that from a legal standpoint it is more expensive to <br />have some of these items handled from his office. A complaint must be <br />drafted by the police department or by the building inspections <br />department and signed by a judge. Mediation services could be a <br />faster, cheaper manner of handling small problems before they become <br />larger problems. He also noted that two or three disputes handled in <br />this manner could mean savings of much more than the $335.00 requested <br />for the services. The Council could also request reports showing the <br />number of cases handled from Lino Lakes and their success rates. <br />Mr. Marier noted that there may be money in the unused portion of the <br />1987 salary budget. He moved to expend five cents per capita out of <br />the Administration Budget. Mr. Bohjanen seconded the motion. Motion <br />carried unanimously. Mr. Bisel asked to see an evaluation of the <br />services at the end of 1987. <br />7:30 P.M. - PUBLIC HEARING - EAST ASH STREET IMPROVEMENT PROJECT <br />Mayor Benson opened the public hearing at 7:53 P.M. Mr. Stahlberg <br />outlined the portion of the street to be upgraded noting that one half <br />of the street was in Anoka County and one half in Ramsey County. The <br />project was initiated because of a new plat, Otter Bay that will start <br />construction this year. He detailed the proposed construction of the <br />street noting that the blacktop surface probably would not be <br />installed until the Otter Bay plat is nearly completed. Fill for the <br />street would come in part from the plat. Funding is proposed to come <br />from the Otter Bay plat, two lots in the West Oaks of Bald Eagle plat, <br />and the Ramsey County Open Space by implementing chapter 429 of the <br />state statutes. A joint powers agreement with White Bear Township <br />would be required. Anoka County has said this street is not in their <br />county plan and will not contribute anything to the upgrading. The <br />question of who will be responsible for the maintenance of the street <br />once it is upgraded will have to be resolved. Mr. Stahlberg said this <br />could be worked out on the same basis as the Pine Street agreement <br />with Columbus Township. <br />Homer Brueggman, Owner of Two Lots in West Oaks of Bald Eagle. - Mr. <br />Brueggman noted that the City upgraded the east portion of this street <br />about two years ago with no assessments and asked why this cannot be <br />done again. He noted that a similar amount of work must be done. <br />Mayor Benson said this is a much expensive problem. Mr. Brueggman <br />noted that the new plat is the primary benefactor of the improvement <br />and asked why only the lots fronting on the street would be required <br />to divide the costs. He also said he has been paying taxes on these <br />
