Mr. Brueggman said II <br />he was opposed to the assessment. <br />Steven Nice, 24th Avenue - Mr. Nice said his street is not improved <br />and did not feel any of his taxes should go to improving East Ash <br />Street. <br />Bill Malinen, White Bear Township - Mr. Malinen told the Council that <br />at this point he has no official viewpoint from his Board. He has met <br />with Mr. Stahlberg and Ramsey County officials. Ramsey County does <br />not look at this as a county road as it does not meet their warrants. <br />They also said they did not have the money and could not justify <br />taking money from the general fund for any assessments. They propose <br />that it be assessed to the Ramsey County Open Space and then they <br />propose they no longer be responsible for the maintenance. As far as <br />the Township is concerned, there is only one resident and the balance <br />of the land is undevelopable so it would be questionable as far as <br />participating in the maintenance. The Towhship would probably assess <br />this to the Ramsey County Regional Space and a joint powers agreement <br />would be worked out. On May 18th, Mr. Malinen will present the <br />feasibility report to the Town Board as well as the outcome of this <br />meeting. <br />Larry Holmberg, Ramsey County Open Space - Mr. Holmberg said the <br />County Board has not taken any official position on this matter. If <br />Ramsey County were to be assessed it would be by White Bear Township <br />and the county has not been notified of any potential assessment or <br />hearing of an assessment. From the Ramsey County Parks standpoint, <br />two Ramsey County departments are involved; the public works <br />department has jurisdiction of the south one half of the road and the <br />Parks Department who is the landowner on over half of the property on <br />the south side of the road and who would be the party assessed. <br />Mr. Holmberg noted that the Parks Department would not have any reason <br />to recommend to the County Board or desire or request the street be <br />upgraded. The present street is adequate for park use. It is the <br />staff's feeling that upgrading the street would only benefit the <br />property to the north of the street and would have a difficult time <br />justifying recommending to the County Board any costs over 50% of the <br />improvement and any future costs involved. In the future if the <br />Township Board has a hearing, the County would deal with it then. The <br />County is subject to paying assessments as are all other landowners. <br />Mayor Benson noted there are activities planned for the park that <br />would require public entry from this street. Mr. Holmberg said that <br />these activities are planned for more than ten years in the future and <br />he had some questions about the life expectancy of the proposed street <br />itself.
