1 <br />1 <br />1 <br />115 <br />SPECIAL COUNCIL MEETING <br />May 20, 1987 <br />City Administrator, Randy Schumacher Called to order this special <br />meeting of the Lino Lakes City Council at 7:07 P.M., Wednesday, <br />May 20, 1987. Those present: <br />- Mayor Benson and Councilmen Marier and Bisel <br />- Planning & Zoning Boardmembers: McLean, Prokop, Cody, Nelson <br />Joyer, Irwin <br />Comp Plan Task Force Members (in addition to P & ?. members): <br />Harvey Karth <br />Interim City Planner: Miller <br />City Engineer: Stahlberg <br />Building Official: Kluegel <br />City Administrators Schumacher <br />Secretary: Foster <br />- Paul Baltzersen, Planning Representative from Metro Council. <br />Mr. Schumacher explained that the purpose of this meeting is to <br />communicate between the City and Metro Council as to the status of <br />the comprehensive plan amendment which the City has submitted to <br />Metro Council for review and approval. He further explained that <br />the Metro Council representative (Jim Schoettler) who had been <br />working with Lino Lakes on this project has recently left the Metro <br />Council employ and Mr. Baltzersen has been assigned to the review <br />of the comp plan amendment. Because of this staff change at <br />Metro Council and the fact that Wuornos & Associates, the planning <br />consultant for the City during the comp plan task force,is no <br />longer employed with the City, Mr. Schumacher felt that this <br />meeting was necessary to familiarize each side with the current <br />status of the submitted comp plan amendment. <br />Mr. Baltzersen, with the use of colored maps, began to briefly <br />explain the details of the submitted comp plan amendment. <br />His major focus was on the areas without utilities where less than <br />ten -acre lots are proposed. He stated that although Metro Council <br />is not concerned with the lot sizes specifically, the intent of <br />the Metro Council policy is to "maintain a rural character and not <br />create the need for urban services" in areas outside the MUSA bound- <br />aries, and in order to accomplish their goal, they recommend no <br />more than one unit per ten acres. <br />Mr. Prokop and Mr. McLean asked Mr. Baltzersen if he was familiar <br />with the arguments presented to Metro Council backing up the need <br />for lot -sizes less than the ten -acre recommendation of Metro Council. <br />Mr. Baltzersen did not appear to be familiar with the arguments. <br />Mr. McLean told Mr. Baltzersen that due to the lay of the land and <br />the large amount of low,unbuildable land in Lino Lakes, the -task <br />force felt they could maintain an overall City density of one unit <br />per ten acres while still allowing lots as small as one acre in <br />specific areas. Mr. Baltzersen was also told that Lino Lakes is <br />the "next frontier" while Shoreview, Blaine, and other surrounding <br />communities are "filling up ", therefore the task force felt that <br />
