116 <br />SPECIAL COUNCIL MEETING <br />May 20, 1987 <br />Page Two <br />a lower density than one unit per ten acres would be appropriate <br />for Lino Lakes. <br />Mr. Baltzersen explained that Metro Council would rather see <br />sewer extended to new developments rather than allow higher <br />density outside sewered areas. He felt that if the one acre <br />lots were allowed as proposed, the City would not develop the <br />areas where utilities are available. <br />Mr. Cody said that he understood that the comp plan amendment <br />has been stamped "red flag!'. He asked whether "red flag" indi- <br />cated that the proposal is not being approved or that further <br />study was necessary. Mr. Baltzersen said that "red flag" is <br />simply a process step when further study is necessary to deter- <br />mine the feasibility of a proposed change. <br />Mr. Karth asked why Blaine has been allowed lot sized in unsewered <br />areas of 22 acres, 5 acres, and 10 acres. Mr. Baltzersen said he <br />did not know Blaine's plan. <br />Mr. Marier and Mr. Benson felt that the City and Metro Council <br />would need to get together very soon to repeat some of the steps <br />taken earlier, since the Lino Lakes City Planner has changed and <br />the Metro Council representative has changed. Mr. Schumacher <br />added that Lino Lakes expected approval based on Mr. Schoettler's <br />opinion stated at the time of the submittal of the comp plan <br />amendment, and several projects are on hold at this time. <br />A meeting was schedule for 10:30 a.m., Friday, May 22 at Mr. <br />Baltzersen's office for Metro Council staff and Lino Lakes staff <br />(Administrator, Engineer, and former City Planner). In the case <br />that the former City Planner (Wuornos f. Associates) would be un- <br />able to attend, Mr. Cody recommended Mr. McLean attend since he <br />would be most familiar with the comp plan amendment proposed. <br />Mr. Schumacher, Mr. Stahlberg and Mr. Baltzersen agreed upon <br />this time and Mr. Schumacher agreed to contact Wuornos f Associates. <br />
